Black Day in Balochistan: Baloch Sub-Nationalists Distort History By Sajjad Shaukat (JR157SS38)

Every year, Baloch Sub-Nationalists (BSNs) observe March 27 as a black day on alleged annexation of Kallat state with Pakistan in 1948. During this very day, shutter down strikes in small and far-flung areas of the Balochistan province and demonstrations of small attendance by exiled BSNs take place. For this purpose, they also launch active social media campaign.

As in pursuance of the foreign agenda of the anti-Pakistan countries, these hostile elements distort the historical facts to pollute the minds of the patriot people of the Balochistan against the federation of Pakistan; the Baloch must need to know the actual perspective about accession of Kallat state with Pakistan.

No doubt, Baloch leaders and people of Balochistan played a vital role in creation of Pakistan, and ultimately succeeded under the leadership and guidance of Quaid-e-Azam Muhammad Ali Jinnah in achieving Pakistan as an independent state. In fact, Balochistan is an integral part of Pakistan with a history of supporting Resolution of Pakistan-1940, which envisaged creation of a separate homeland for Muslim majority areas of the Sub-continent, as the Baloch had strongly opposed plan of the united India.

Unfortunately, there are still been certain dissident elements which not only oppose the idea of Two Nation Theory-the fundamental ideological base for creation of Pakistan, but also leave no stone unturned in misguiding the innocent Baloch by distorting the history of Balochistan’s accession to Pakistan.

In reality, before the independence of Pakistan, the territories which are now consolidated into the province of Balochistan did not constitute a settled province. Apart from Quetta District that was administrated under civil law, the rest of the territory was under Frontier Crimes Regulations (FCR). The then government of British India constituted a special body of tribal elders known as “SHAHI JIRGA” for consultation by Assistant Governor General (AGG) on local issues relating to British Balochistan. On June 29, 1947, “SHAHI JIRGA” of the British Balochistan as representative body of AGG along with elected members of Quetta Municipal Body unanimously passed a resolution of forming part of Pakistan. The State of Kalat had customary over lordship on the princely states of Kharan, Makran and Lasbela. As these three states decided to join Pakistan in March 1948, the Khan of Kalat (KoK) also acceded with Pakistan on March 27, 1948. The brother of KoK Shehzada Abdul Karim of Kakat having mustered 130 tribesmen started insurgency in 1948 which never took off ground and the matter was brought under control.

Regretfully, Baloch Sub-Nationalists (BSNs) distort history of accession of Kalat with Pakistan and give reference of the so-called insurgency of 1948 by brother of KoK, whereas the document of accession of State of Kalat with Pakistan was signed by KoK himself as legitimate ruler of State of Kalat.

Notably, as a result of the general elections 2013, the government led by the nationalist leader Chief Minister Balochistan Dr Abdul Malik Baloch was established in Balochistan, while on December 7, 2013; local bodies elections were largely held in a peaceful manner in the province. Again, in the general elections 2018, a majority of the Baloch cast their votes. However, these elections proved that majority of the Baloch are loyal to the federation, and do not favour separation of the Balochistan, as they have rejected the case of separatists, being projected by anti-Pakistan powers.

Even a Gallup survey of the UK official body, DFID, conducted on July 20, 212, had disclosed that the vast majority of the Baloch people oppose the idea of an independent Balochistan. This survey has also proved that some external entities have been conducting acts of sabotage in the province by backing the minority groups.

As regards the deteriorating situation of Balochistan and the missing persons, everyone knows that Balochistan Liberation Army (BLA), Baloch Salvation Front (BSF) and their affiliated outfits, including another group, Jundollah (God’s soldiers) which have been fighting for secession of the province gets logistic support from American CIA, Indian RAW, and Israeli Mossad. In the past few years, these militants kidnapped and killed many innocent people and the security personnel in the province. They also massacred many persons through suicide attacks, bomb blasts, targeted killings and sectarian violence. Therefore, they are responsible for dumped bodies and extrajudicial killings in the province. On a number of occasions, these insurgent groups claimed responsibility for their subversive acts. A majority of the disappeared individuals are also in the detention centers (Farrari Camps) which are being run by foreign-assisted Baloch feudal lords (Sardars) who want to continue old system of feudalism in the province so as to maintain their status, prestige and influence at the cost of people of the province.

It is mentionable that India, the US and Israel have been internationalizing the Balochistan issue in accordance with their secret goals. In this respect, in connivance with the Baloch separatist leaders who have taken refuge in Switzerland, Sweden, US and London, these foreign elements use media, various NGOs and human rights organizations for false propaganda against Pakistan’s security  agencies in relation to extrajudicial killings, mutilated bodies and the missing persons.

Nevertheless, during this vary day, it is also of particular attention that since the government of the Balochistan province announced general pardon and protection to the Baloch militants as part of reconciliation process, many militants and their leaders have surrendered their arms and decided to work for the development of Pakistan and the province.

Besides, Pakistan’s Armed Forces have broken the backbone of the foreign-backed terrorists by the successful military operation Zarb-e-Azb which has also been extended to Balochistan where peace has been restored. But, it is misfortune that based in Afghanistan; external secret agencies such as CIA, RAW and Mossad have, again, started subversive activities in Balochistan. As part of the double, game, these agencies are using the separatist elements and terrorist organizations like the Islamic State group (Also known as Daesh, ISIS, ISIL), the Tehreek-e-Taliban Pakistan (TTP), the Tehreek-e-Taliban Pakistan Jamaat-ur-Ahrar (TTP-JA also known as JuA), including other similar outfits in creating unrest in Balochistan, as recent terror attacks in the province has proved. Now, the China-Pakistan Economic Corridor project is their special target.
Taking cognizance of historical facts, the idea of observing black day must be denounced by all the segments of society, while the majority of the Baloch has already rejected the call for shutter down strike. But, these anti-Pakistan aims of the separatist elements also needs to be countered by our own historians, analysts and media persons by giving true perspective of history which is being distorted by the BSNs to advance their vested interests and those of the foreign enemies.

These internal entities of Pakistan must point out that People of Balochistan, especially the youth are very loyal and patriotic Pakistanis who believe in unity and sovereignty of the country. They cannot be misled by elusive designs of greedy leaders who plan to observe March 27 as black day.

Particularly, media must proactively project the role of Baloch leaders in creation of Pakistan and in defending the state of Pakistan. For the purpose, talk shows must be held giving correct perspective of historical records by explaining the process of accession of State of Kalat with Pakistan and internal rift between KoK and his brother. Social media should also be used for this purpose.

Our own intellectuals must indicate that insurgency of 1948 which started by Shehzada Abdul Karim of Kakat never took off, because it was not supported by other realist Baloch leaders, and it was based on misguided thoughts, suggested by few Indian Congress leaders. The aim was to destabilize Pakistan by creating militancy in Balochistan.

We can conclude that Baloch Sub-Nationalists called for a shutter down strike in Balochistan on March 27 to observe it as black day. Since it is the date of legal accession of State of Kalat with Pakistan, therefore, the strike call was based on negative contemplation and wicked designs to misguide the Baloch, especially the youth. In order to obtain the foreign agenda against Pakistan, these hostile elements who distort the history, want that every year, this black day should be observed.

External Powers behind The Pashtun Tahafuz Movement By Sajjad Shaukat (JR147 SS33)

External powers which have been supporting the Baloch Sub-Nationalists (BSNs) are also behind the Pashtun Tahafuz Movement (PTM) as part of their unfinished agenda against Pakistan.  They leave no stone unturned in misguiding the people of the Balochistan and Khyber Pakhtunkhwa (KPK) by creating one after another issue. But, it is regrettable that some internal entities of Pakistan, which are also assisting some foreign powers, are manipulating various issues so as to fulfill the external agenda of the enemies of Pakistan.

In this regard, emergence of the PTM at a crucial time, which is being paid by anti-Pakistan hostile elements and countries, aims at accentuating the ethnic cleavages of the country, influence Pashtun population in pursuance of strategic objectives of the external powers. So, it stands exposed that the PTM is heavily dependent on foreign support and financing.

PTM is also reaching out to the people through the forums of social media and foreign sponsored network of Mashaal, Deeva, VOA, Indian media and Afghan radio and television services. Blogs and web pages like “Tribal News” and “Khabaryal” are heavily financed by Indian Intelligence agency RAW through Nangarhar (Afghanistan) based Hawala/Hundi business.

Strangely, PTM leaders are pursuing the agenda through a web having signatures of Foreign HIAS. Case of the US Army veteran Colonel, Lawrence Sellin can be quoted as a new example. Colonel Sellin has started tweeting on anti-Pakistan themes about China-Pakistan Economic Corridor (CPEC), Pakistan’s role in Afghanistan, Balochistan, Sub-nationalism (Pashtun, Sindhi, Mohajir, Baloch). He has been following the narratives mostly of Afghanistan’s intelligence agency National Directorate of Security (NDS) and RAW. He also writes anti-Pakistan Blogs and articles. Baloch, PTM and sub-nationalists and Hussain Haqqani are his followers on twitter.

It is notable that a PTM social media activist Arman Luni died in Lorali, Baloschistan due to an apparent cardiac arrest. PTM alleged that Luni was killed by police on behest of the state. Luni is presented as Pashtun national hero by likes of the PTM and their Afghan backers.

Pakistan being the front state in war on terror has rendered sacrifices in general, while the sufferings of Pashtun segment are undoubtedly colossal. They have faced tortures at the hands of terrorists such as displacements, life and economic losses, causing psychological pains. Ironically, when they needed “POST TRAUMA STRESS DISORDER treatment” in the wake of Pakistan’s successful military operations in flushing out terrorists, the hostile foreign elements have attempted to prolong their pain by launching the PTM.

As Pakistan Armed Forces have flushed out terrorists from Tribal/border areas and are currently engaged in consolidating the international Pak-Afghan border through fencing to completely neutralized the infiltrations from Afghanistan, an orchestrated campaign through sponsored media and activation of the PTM to incite the Pashtoon population, has been launched. However, the PTM seems to have failed in instigating the public and creating a commotion leading to “yellow revolution” like sit-in protest and demonstrations.
As regards the internal elements, the PTM and other anti-Pakistan slogans are being supported by the “leftist leaders” and social media activists like Afrasiab Khattak, Bushra Gohar, Gulalai Ismail, Hussain Haqqani etc. All the PTM activities are getting extraordinary coverage from the media—VOA, Deeva Radio, Mashaal Radio and BBC. Understandingly, these activities are more pronounced in the Pashto language transmissions of these broadcasting stations.

Although the PTM elements are using the old slogan of “Pashtunistan” (Bar and Lar Afghan) to instigate the innocent and insensitive populace, yet with negligible effects, the handlers of the PTM are now acknowledged the failure of their campaign in creating a stir in Pashtun politics. But, to give a flip to their diminishing politics, recent incident of death of a local Aman Loni in Baluchistan is being exploited to resurrect the party activities to some extent.   

In this respect, question arises that if the PTM is sincere to the Pushtun people, as to why it has not raised the human rights issues, being faced by Pashtun population in Afghanistan.

It is time to take the debate of Pashtun Tahafuz Movement (PTM) to Afghanistan as Bar Afghan debate. Afghan Pashtuns are also real Pashtuns as the Pashtuns elsewhere in the world. While, one is stunned to see that there is no voice for the Afghan Pashtuns on social media, whereas the so-called cause of the Pakistani Pashtuns is actively propagated by the external powers.

Real cause of worry for backers of the PTM is the victory of real Afghan Pashtuns against the backers of the PTM. Their frustration is high because the PTM is left with very little time before the real Pashtuns, as the Taliban will be in power in Afghanistan and the assistance for the PTM from NDS and RAW backed the regime-National Unity Government (NUG) will die.

The way the Afghan Pashtuns have been treated and plundered in Afghanistan, is not hidden from anyone. Afghan Pashtuns have been made to sacrifice their generations, migrate from their lands, losing their livelihood. Why the VOA, Radio Mashaal, Radio Deewa and social media propagandists like Afrasiab Khattak and Bushra Gohar never speak for their plight. Why not to speak for Pashtuns on that side in Afghanistan?

PTM is actually a veritable political entity of the Afghanistan-based Tehreek-e-Taliban Pakistan (TTP). It wants to accomplish its nefarious designs through so-called nonviolent means as to what TTP could not achieve through violence.

As the number of the PTM followers is negligibly-few thousands, there is a need of strict legal and administrative measures to be taken against the group.

It is mentionable that as a token of commitment to rebuild Afghanistan, on March 25, 2018 Pakistan handed over state of the art medical equipment for Nishter Kidney Centre Jalalabad to Governor of Jalalabad, Afghanistan.

In this context, Islamabad provided complete medical equipment, worth US $ 5 million to the hospital. In addition, around 75 doctors and technicians were trained in PIMS Hospital Islamabad, last year and it will be a great help for Afghanistan in running some hospitals.
Pakistan also extended assistance to provide specialized training to another 42 Afghan doctors and technicians at the Institute of Kidney Diseases in Hayatabad Medical Complex, Peshawar.

Nonetheless, one wonders as to what the PTM is aiming at? Actually, the PTM is acting against the Law Enforcement Agencies (LEAs) to undermine the successes, achieved by Pakistan during the war on terror. By raising malicious slogans, PTM and their backers fail to understand that Pakistani nation is well aware of their new tactics of using soft power. Their anti-state and state institutions’ agenda is already exposed and real Pashtuns do not trust them anymore.

Despite hurdles, the fifth round of peace talks which started between the US negotiators and the Taliban in the Doha-the capital of Qatar on February 25, this year, is making progress gradually.

Hinting that US forces could leave Afghanistan within five years under a Pentagon plan offered as part of a potential deal with the Taliban to end the nearly 18-year war, The New York Times reported on March 7, 2019, “Nearly 11 days after peace negotiations between the United States and the Taliban began with high hopes…it has become clear that any resolution to the 18-year war could be frustratingly slow. One of the most prominent issues thwarting progress is a disagreement over a fundamental question: What is terrorism, and who is a terrorist? The answer is so important because the two sides had already agreed in principle on a framework for two crucial issues: the withdrawal of American troops, and a commitment that Afghan soil would not again be used to launch terrorist attacks against the United States and its allies…American negotiators have insisted on specifying that Afghanistan not be used by “terrorist” groups, but the Taliban have resisted, saying there was no universal definition of terrorism”.

However, the meetings between the interlocutors restarted over in Doha after a temporary halt to allow for internal consideration. Conflicting reports are coming about the progress of the dialogue, as these delicate talks are being conducted by both the sides with much care.

In this regard, Taliban spokesman Zabihullah Mujahid said on March 4, 2019: “The current round of talks in Doha is advancing on a step-by-step basis. As the issue at hand is immensely crucial and delicate, it’s progression is taking place with much care and vigilance…the negotiations continue to focus primarily on a potential US troop withdrawal from Afghanistan and a pact to prevent Afghanistan from being used as a safe haven for terrorists…no understanding has so far been reached about any agreement or document.”

The latest meetings follow marathon negotiations in January, this year, which saw the US and the Taliban walk away with a draft framework on the two issues. America has insisted for a ceasefire and the opening of a dialogue between the Taliban and the Afghan government whom the former considered puppet regime of the US-led Western countries. However, the Taliban repeatedly rejected the demands, while the continuation of the talks followed a major attack on a joint US-Afghan base in southwestern Afghanistan’s Helmand province on March 1, this year with at least 23 Afghan security forces killed.

Meanwhile, Afghan President Ashraf Ghani on February 10, 2019 offered the Taliban for opening of an office in Afghanistan, but, the Taliban swiftly rejected the proposal.

In September 2018, US Secretary of State Mike Pompeo named veteran diplomat Zalmay Khalilzad as a newly-named State Department special envoy to Afghanistan. Khalilzad, Pompeo said, would be “full time focused on developing the opportunities to get the Afghans and the Taliban to come to reconciliation.”

Since Khalilzad started his efforts to convince the Taliban to have direct talks with the US, Pakistan has been playing a key role in the US-Taliban talks, as Islamabad succeeded in bringing the Taliban to the negotiating Table. Zalmay Khalilzad who repeatedly visited Pakistan and met the civil and military leadership, including country’s Foreign Minister Shah Mahmood Quershi admired Pakistan’s role in the US-Taliban peace dialogue.

Although the US has not clearly released a statement regarding the status of the talks, yet it has admitted Pakistan’s central role in the negotiations between America and the Taliban leaders.

In this connection, while giving briefing to the US Senate Armed Services Committee on March 8, this year, the head of the US Central Command (CENTCOM) General Joseph Votel has lauded Pakistan’s role for maintaining peace and stability in the region. The General elaborated, “We have had some success with Pakistan, they’ve been more helpful in terms of bringing the Taliban to the [Peace negotiating] table…positive steps [Of Pakistan] to assist Ambassador Zalmay Khalilzad in support of Afghanistan reconciliation by facilitating talks with the Taliban. As we have requested [from] them, we have seen instances where they have taken action against the safe haven areas of the militants”.

In a discourse in CBS programme-“Face the Nation” on February 3, 2019, US President Donald Trump has made it clear that he is determined to get out of “endless wars” in Afghanistan and Syria. President Trump stated: “I have been hitting very hard in Afghanistan and now we are negotiating with the Taliban…If you look at Afghanistan we are going in very soon we will be going into our 19th year spending $50 billion a year”.

American President Trump’s determination and gesturing has already manifested in the diplomatic manuvours of Khalilzad, resulting in silver-lining for Afghan peace process in Doha.

It is notable that the war in Afghanistan is America’s longest military intervention which has cost Washington nearly US $.1.7 trillion. Hence, positive shift in America’s policy towards Islamabad, seeking cooperation and re-establishing the association, have raised hopes regarding the probability of peace in the war-torn Afghanistan.

It is mentionable that in the aftermath of Pulwama terror attack in the Indian Occupied Kashmir and escalation of tension between Pakistan and India, on February 28, this year, US President Trump hoped that Pakistan-India tension will de-escalate soon—the United States has been mediating between the two sides and trying to have them stop. Trump also acknowledged that Washington has improved her relations with Islamabad shortly.

Particularly, Mike Pompeo, US Secretary of State stated that he has spoken with the leaders of India and Pakistan and has urged them to avoid “any action that would escalate and greatly increase risk”.

American State Department deputy spokesperson Robert Palladino said on March 5, 2019 that Secretary of State Mike Pompeo played an essential role in de-escalating tensions between India and Pakistan.
Nevertheless, President Donald Trump’s positive approach towards Islamabad endorsed the fact that America needs Pakistan’s help to reach an agreement with the Taliban as soon as possible.

It is of particular attention that in his first interview to the NBC News on October 31, 2018, indicating NATO defeat in Afghanistan, the US General Austin Miller-NATO’s head of Resolute Support in Afghanistan had admitted by saying: “This is not going to be won militarily…This is going to a political solution…My assessment is…if you realize you can’t win militarily at some point…So you do not necessarily wait us out, but I think now is the time to start working through the political piece of this conflict.”

Besides, in order to resolve the Afghan imbroglio, Russia is also facilitating approach towards the Taliban. In this context, a two days conference ended in Moscow on February 6, 2019. Former Afghan president Hamid Karzai who was among the most high profile attendees in Moscow, pointed out Kabul’s role in negotiations was something for it to resolve with the Taliban. He stated: “We understand that the government in Kabul needs to be part of these negotiations, we wish that they would have been here today”. During the meeting with Afghan politicians outside of government, senior Taliban leaders said that the US had agreed to draw down half of its 14,000 force in Afghanistan by April, a claim later denied by officials in Washington.

Afghan President Ashraf Ghani criticised the gathering in Moscow, saying they amounted to “nothing more than a fantasy.”

The moot in Moscow also played some positive role and probably compelled Washington to intensify efforts to reach an agreement with the Taliban in connection with Afghanistan. Besides, the role of China to create stability and peace in Afghanistan has also been very positive.

It is analyzed that continued suicides by the US war veterans (Reportedly, 20 per day) also exerted pressure on President Trump to make urgent overtures vis-à-vis Pakistan and Taliban to implement the withdrawal strategy from Afghanistan and to improve relations with Islamabad.

It is noteworthy that these related developments seem to have increased the agony of Indian deep state. Reportedly, an orchestrated Indian campaign to portray the talks with negative colours has already been launched, focusing on human rights issues and plight of Afghan Women.

With the covert assistance of Kabul, India has also activated her proxies, including “Pashtoon Tahfuz Movement (PTM) with new offensives to create disturbance and law and order situation in Khyber Pakhtunkhwa province of Pakistan and that of Baluchistan. Apart from other similar incidents, recent terror attack on the DIG Police Loralai office in Balochistan, which killed nine people, including eight policemen on January 29, this year is an indicator.

It worth-mentioning that security situation in Afghanistan is well beyond the control of Afghan security forces and the National Unity Government of that country. For all its failure, New Delhi and Kabul has been blaming Pakistan in accordance with their collective agenda which also includes Israel.
In fact, since the occupation of Afghanistan by the US-led NATO forces, the country has become center of American CIA, Indian RAW and Israeli Mossad which are in connivance to obtain the covert designs of the their countries and some Western countries against Russia, China, Pakistan and Iran. Under the cover of fighting terrorism, these foreign agencies which are also in collaboration with the Afghanistan’s intelligence agency National Directorate of Security (NDS) support the militants of ISIS and Afghanistan-based Tehreek-e-Taliban Pakistan (TTP), including their linked outfits which have been conducting terror-assaults in Afghanistan and Pakistan as part of the secret strategy of the US-led countries—double game of America. These terrorist groups have also been destabilising Tibetan regions of China and Iranian Sistan-Baluchistan through subversive activities.

Especially, India and Afghan government which want to prolong the stay of NATO forces in Afghanistan are also playing double game against America. New Delhi knows that after the withdrawal of the NATO forces, Taliban will eliminate the secret network of RAW, the NDS and Mossad in that lawless country. Therefore, these intelligence agencies are particularly using the terrorists of TTP and ISIS in wakening Afghanistan and Pakistan.

Regarding Indian activities in Afghanistan the then NATO commander, Gen. McChrystal had pointed out: “Indian political and economic influence is increasing in Afghanistan…is likely to exacerbate regional tensions.”

Similarly, while taking note of Indian role in Afghanistan, US Republican Senator John McCain had reminded the Obama administration that encouraging India to take a more active role in Afghanistan, while simultaneously criticising Pakistan could be a recipe for disaster.

It is also of particular attention that armed forces of Pakistan have successfully broken the backbone of the foreign-backed terrorists by the successful military operations Zarb-e-Azb and Radd-ul-Fasaad which have also been extended to other parts of the country, including Balochistan province. And Pakistan’s primarily intelligence agency, ISI has broken the network of these terrorist groups by capturing several militants, while thwarting a number of terror attempts. But, in the recent past and during the election-campaign of 2019, blasts in Balochistan and other regions of the country and failed attempt at the Chinese Consulate in Karachi showed that the US-led India, Afghanistan and Israel have again started acts of sabotage especially to weaken Pakistan and to damage the China-Pakistan Economic Corridor (CPEC) which is part of China’s One Belt, One Road (OBOR) initiative or BRI. Washington and New Delhi have already opposed this project.

Now, in backdrop of Afghan Taliban’s successes in maximizing the physical occupation of the country and recent political/diplomatic gains and the US-led prolonged war forced America to have a deal with the Taliban. As RAW and Mossad are in collaboration, therefore, it can be predicted that Afghanistan in particular and Pakistan in general will witness a surge in the activities of out-laws, terrorists and the Indian proxies.

Some analysts opine that Afghan elite class, comprising of businessmen, civil-military bureaucracy and other rich people might opt to migrate from the country to adjacent areas in case of the Taliban-USA agreement. However, till that time, usual anti-Pak rhetoric will remain the common norm for most of the Afghan government officials, as evident from recent accusative outbursts from Afghan President Ashraf Ghani during a meeting with the US peace negotiator Zalmay Khalilzad.

In any case, Pakistan needs to make arrangements for another exodus of Afghan migrants (Afghan elites) in the wake of success of Taliban-US peace talks. Resultant effect will be more economic burden on Pakistan and socio-economic effects on the local trade and commerce and influx of more Afghan refugees.

It is imperative for Pakistan to keep following the evolving meetings in Afghanistan to counter the drastic aftermath on the region. Intense diplomatic activity, engaging Iran and other regional countries such as China, Russia and the Middle East will help in containing the negative spillover effects of the prospective US-Taliban deal and expected withdrawal of American troops.

Nonetheless, now; President Trump has become lenient towards Pakistan. Instead of blaming Islamabad for cross-border terrorism in Afghanistan and emphasizing to ‘do more’ against terrorism, he is asking for its assistance to ‘help more’ to pull out the US-led NATO forces from that war-torn country. Although Pakistan is playing a key role in the US-Taliban talks, yet after obtaining its selfish aims after the withdrawal from Afghanistan, America can again leave both Pakistan and Afghanistan to face the fallouts of the ongoing war, as it did after fulfilling its interests against the former Soviet Union.

Foreign Connections of the PTM: Another Bangladesh in the Making by Sajjad Shaukat (JR126SS20

External powers which have been supporting the Baloch Sub-Nationalists (BSNs) are also behind the Pashtun Tahafuz Movement (PTM) as part of their unfinished agenda against Pakistan and its armed forces leave no stone unturned in misguiding the people of the Balochistan and Khyber Pakhtunkhwa (KPK) by manipulating one after another issue. But, it is regrettable that some internal entities of Pakistan, which are also assisting some foreign powers, are exploiting various issues so as to fulfill the external agenda of the enemies of Pakistan.

In this regard, Al-Jazeera has published the opinion article of Taha Siddiqui on its website titled “The PTM in Pakistan: Another Bangladesh in the Making?” dated 12 January 2019. Salient of the article are-Pashtuns have been bearing the brunt of the war on terror for nearly two decades-Pakistani military started carrying out operations to clear the area from terrorists. However, military operations in the area increasingly victimized innocent civilians-Pashteen and his supporters raised questions about the reasons behind army’s failure to drive out militancy and asked whether Pakistani authorities really wanted to eradicate such groups. One slogan that they commonly used was “یہ جو دہشتگردی ہے اس کے پیچھے وردی ہے”-Rather than addressing the grievances expressed by this growing movement, the Pakistani government chose to embark on a crackdown-Military media spokesperson accused PTM [Pashtun Tahafuz Movement] of working on an anti-Pakistan agenda, a tactic often used by the Pakistani military to discredit its critics-Similar rights movement launched by East Pakistani residents eventually culminated into a movement for independence from Pakistan, and led to the creation of Bangladesh in 1971. It seems that Pakistan’s ruling elites have not learned much from history and seem to be repeating the same mistakes that led to much pain.

However, Taha Siddiqui’s article is quite opposite to the ground realities and facts. He has become a constant voice for PTM at international forum as part of the propaganda campaign against Pakistan’s military and government. He represents anti-Pakistan likeminded group i.e. SAATH Forum, and definitely well-connected by virtue of his previous record in journalism. By following the ant-Pakistan designs, Taha Siddiqui’s activities are endangering the image of Pakistan. He is among those voices that misrepresent Pakistan in international community. His highly critical commentaries are growing in numbers and various forums are providing space to his opinion articles.

It is notable that Pakistan’s former President Mamnoon Hussain on May 31, 2018 gave his assent to the 31st Constitution Amendment Bill, paving the way for the much-delayed merger of the Federally Administered Tribal Areas (FATA) and the Provincially Administered Tribal Areas (PATA) with Khyber Pakhtunkhwa (KP) province. With a clear majority, the bill was already approved by both houses of Parliament as well as the KP Assembly. After signing the act, President Mamnoon Hussain felicitated the people of FATA and said that tribal people would now enjoy the same constitutional rights as being enjoyed by other citizens of the country.

While, amalgamation of FATA/PATA with Khyber Pakhtunkhwa province will result into multiple benefits of the people by overcoming their multi-faceted problems.

Notably, when leader of the PTM, Manzoor Pashteen hold a public rally in Lahore on April 23 and in Swat on April 29, last year, Balochistan Assembly members Arfa Siddique, Obaidullah Jan Babar and Senator Usman Khan Kakar who belonged to Mahmood Khan Achakzai-led Pashtunkhwa Milli Awami Party (PkMAP) also attended the rallies.

In the recent past, Mahmood Khan Achakzai and his party and PkMAP have opposed the 31st Constitution Amendment Bill in the Parliament, which paved the way for the merger of the Federally Administered Tribal Areas (FATA) with Khyber Pakhtunkhwa (KP) province.

Nevertheless, the merger of FATA/PATA with the KP was welcomed by the tribal people—the tribal people will get representation in the KP Assembly and the National Assembly. Interestingly, there was insignificant opposition to the merger on the part of Jamiat-e-ulema-Islam (JUI-F) and PkMAP.

The proceedings for the merger have witnessed intense activities in shape of meetings, debate etc. High-powered National Implementation Committee (NIC) on FATA Reforms had earlier endorsed the merger of tribal regions with northwestern Khyber Pakhtunkhwa in a meeting attended by the prime minister, chief of army staff, and others, including chief minister of the KP and Chairman of the Cabinet Committee on FATA Reforms Sartaj Aziz.  Later, in May 2018, National Security Committee (NSC) in its 23rd meeting discussed and endorsed the merger of FATA with Khyber Pakhtunkhwa province (KPK), while noting the regional and global security situation.

The credit for making the merger a reality has been attributed to Pakistan’s Chief of Army Staff General Qamar Javed Bajwa, who continued to push the political leadership for requisite activism on the issue. The role of opposition parties also remained positive and appreciable. 

The merger of FATA/PATA with the KP province has been a long awaited move, as there has been too much suffering in the tribal areas. FATA was administered through Frontier Crimes Regulation (FCR), and political agent acted as a justice along with other executive tasks. FCR was a set of laws under which joint territorial duties and penalties were imposed. Since America’s attack on Afghanistan, FATA arose as a zone of trouble and proxy warfare. It also became security risk for the region and put Pakistan into many hardships.

As a matter of fact, FCR which was officially enacted in 1901 has its origins in laws which were enacted by the British colonialists in the Pashtun-inhabited tribal areas in the Northwest of British India. They were specifically devised to counter the opposition of the Pashtuns to British rule. The main objective of the FCR was to protect the interests of the British Empire. More than a century later, this law continues to be applied to FATA residents by the Government of Pakistan.  Not only did the FCR deprive the people of FATA their fundamental rights, but also had taken away their basic legal rights like ‘Appeal, Wakeel and Daleel’.

So, it is positive dimension for the tribal people, as they have got rid of colonialism which continued after the partition of the Sub-continent. The tribal Sardars (Lords) who continued British practices were in favour of the division of FATA/PATA and KP. Now, this merger is likely to upset sub-nationalist tendencies, being exploited by Pakistan’s foreign enemies and some internal entities which were generating unrest in the tribal area on pretext of denial of basic rights.

Rapid mainstreaming with the end-goal of a relatively quick integration with KP is the right way ahead for FATA. After this merger, progress for these areas is only beginning. While the amendment abolishes the cruel “Frontier Crimes Resolution”, a makeshift replacement that is similar in nature will be in place for some time.

As FATA will be given a special fund of Rs1000 billion and receive Rs124 billion from the National Finance Commission according to the details of the bill–but more money may be required to rebuild the areas which have been devastated by years of war.

Exempting residents of the areas from taxation for five years is an important start, but more must be done to treat them as equal citizens in a country. FATA deserves all the constitutional protections.

At present, FATA is most deprived and least-developed area in Pakistan. With lowest per capita income in the country, two third of its population simply lives below the poverty line. The literacy rate is as low as only 17% among males and only 3% among females. And, almost half population has no access to clean drinking water. So far, no substantial endeavor has been made to promote the socio-economic wellbeing of the people in FATA. The much-advertised plan of the US to establish certain Reconstruction Opportunity Zones (ROZ’s), as an instrument to contain extremism in FATA, has never materialized in reality. The standard of living in the provincial tribal areas in Pakistan is by no means better than that of FATA people.

It is worth-mentioning that since the occupation of Afghanistan by the US-led NATO forces, Pakistan has become center of the intelligence agencies such as American CIA, Indian RAW and Israeli Mossad which are in collusion with Afghan National Directorate of Security (NDS) to obtain the covert designs of the their countries and some Western countries against Russia, China and Pakistan, including Iran.

Under the cover of fighting terrorism, these secret agencies support the militants of Islamic State group (Also known as ISIS, ISIL and Daesh) and Afghanistan-based Tehreek-e-Taliban Pakistan (TTP), including their linked outfits which have been conducting terror-assaults in Afghanistan and Pakistan as part of the double game of the US-led countries. Besides, these terrorist groups are destabilizing Tibetan regions of China and Iranian Sistan-Baluchistan through subversive activities.

After signing China-Pakistan Economic Corridor (CPEC), Pakistan has become special target of these foreign agencies which have not only restarted terror attacks in Pakistan, especially in Baluchistan through ISIS and TTP etc., but have also kept alive anti-Pakistan propaganda campaign, including protests-demonstrations so as to create a rift among the ethnic groups of Pakistan in order to achieve their collective secret aims against the country.

And CIA and RAW which are in collaboration with and NDS are clandestinely assisting the Afghan National Unity Government (NUG) to manipulate the Pashtun Tahafuz Movement (PTM), as these external entities are behind this Movement.

In this connection, in April 8, 2018, the protesters of the social movement of PTM, led by the young activist Manzoor Pashteen gathered in Pakistan’s capital city of Khyber Pakhtunkhwa, Peshawar for a mass demonstration to demand the protection of the rights of Pashtuns. Similar protest-demonstrations in solidarity with the PTM were held on the same day in Australia, Sweden, Germany, London, Washington and Afghanistan and along the Pak-Afghan border, which proved the foreign connections of the PTM movement.

The PTM first staged a 10-day sit-in protest in Islamabad in February, last year in response to the killing of 27-year old Naqeebullah Mehsud—what the Pakistani police pointed out as a raid on a terrorist hideout in eastern Karachi. The PTM halted its first Islamabad sit-in protest after the government provided written assurances that it would address the PTM complaints.

In fact, PTM had risen to importance, after it held protests for the arrest of Karachi’s SSP Rao Anwar for the extrajudicial killing of Naqueebullah Mehsud. The incident was fully manipulated by the organization.

Speaking in the tone of external propagandists against Pakistan, the Pashtun Tahafuz Movement is demanding an end to human rights violations by authorities in the country’s tribal regions, removal of military checkpoints in the tribal areas and to form a judicial commission to investigate alleged extra-judicial killings and enforced disappearances of the Pashtuns in Pashtun-dominated regions of Pakistan.

On the other side, Pakistan’s government rejected false allegations that security forces or its intelligence agencies are responsible for enforced disappearances. Authorities said that military checkpoints are necessary in the tribal areas so as to combat extremist militants, including Pakistani and Afghan Taliban fighters.

As regards the case of missing persons of the Pashtuns, they were killed in various terror attacks, arranged by the militant groups like ISIS, TTP and their linked groups, while many Pustuns, without informing their families, also went to Afghanistan to wage Jihad against the occupying forces of NATO. They are, in fact, disappeared persons.

In reaction to the protest-demonstrations of the PTM, on April 2, 2018, People in the Khyber Pakhtunkhwa province (KPK) and FATA took out rallies against PTM. The rallies were organised by a newly formed Pakistan Zindabad Movement, across the FATA and KPK. Anti-PTM rallies were held in Mohmand, Khyber, Kurram agencies, including the KPK towns of Kohat, Shabqadar and Charsadda.

In their speeches, people from different walks of lives praised the sacrifices rendered by the Pak Army and the other security forces in maintaining peace in FATA and the KPK. Protestors termed PTM anti-state and anti-forces.

They also called PTM an agent of RAW and NDS with a mission to defame the Pakistani security forces. The organizers of the rallies warned that if PTM did not let up their foreign agenda the Pashtun people will come after them.

Regarding the separation of East Pakistan, Taha Siddiqui must know that Indian RAW had a long history of sinister activities in the East Pakistan, backing secular areas of Hindu minority who had played an important role in motivating Bengali Muslims against West Pakistan. RAW’s well-paid agents had activated themselves in East Pakistan in the 1960’s so as to dismember Pakistan. For this aim, it took the responsibility of funding Sheikh Mujibur Rahmans’ general elections in 1970 and the members of his party, Awami League. It colluded with the pro-Indian persons and had paid full attention in training and arming the Mukti Bahnis (Terrorists). Playing with the bloodshed of Muslims, RAW succeeded in initiating a civil war in East Pakistan. However, huge quantity of arms started entering East Pakistan. Meanwhile, India welcomed the refugees from East Pakistan, providing them with every facility to provocate them against West Pakistan.

Majib was already in connivance with India for separation of East Pakistan. In this connection, Asoka Raina in his book, ‘Inside RAW: The Story of India’s Secret Service’, discloses, “Indian intelligence agencies were involved in erstwhile East Pakistan…its operatives were in touch with Sheikh Mujib as the possible ‘Father’ of a new nation-Bangladesh, who went to Agartala in 1965. The famous Agartala case was unearthed in 1967. In fact, the main purpose of raising RAW in 1968 was to organise covert operations in Bangladesh. Indian army officers and RAW officials used Bengali refugees to set up Mukti Bahini. Using this outfit as a cover, Indian military sneaked deep into East Pakistan…the story of Mukti Bahini and RAW’s role in its creation and training is now well-known.”

In this regard, while addressing a ceremony during his Bangladesh tour, Indian Prime Minister Narendra Modi openly stated on June 7, 2015 that Indian forces helped Mukti Bahini to turn East Pakistan into Bangladesh. He elaborated that former prime minister Atal Bihari Vajpayee had played an active role in separating Bangladesh from Pakistan, and he had also come to Delhi in 1971 to participate in the Satyagraha Movement, launched by Jana Sangh as a volunteer to garner support for the Mukti Bahini members.
Returning to our earlier discussion, Taha Siddiqui has ignored the facts and ground realities in his article by amalgamating the PTM with another Bangladesh.
