Military Courts are Essential to Eliminate Terrorism By Sajjad Shaukat (JR125SS19)
                                                    
Pakistan’s armed forces have successfully broken the backbone of the foreign-backed terrorists by the successful military operations Zarb-e-Azb and Radd-ul-Fasaad which have also been extended to other parts of the country, including Balochistan. While, Pakistan’s primarily intelligence agency, ISI has broken the network of these terrorist groups by capturing several militants, while thwarting a number of terror attempts. But, in the recent past and during the election-campaign of 2019, blasts in Balochistan and other regions of the country showed that the US-led India, Afghanistan and Israel have again started acts of sabotage especially to weaken Pakistan and to damage the China-Pakistan Economic Corridor (CPEC) which is part of China’s One Belt, One Road (OBOR) initiative or BRI. Washington and New Delhi has already opposed this project. Foiled terror attack on the Chinese consulate in Karachi on November 23, last year was part of the same scheme. In another terror-related incident, on the same day, at least 35 people were killed and 50 wounded in a blast in Kalaya area of lower Orakzai district in Hangu.

It shows that military courts are essential for complete elimination of terrorism from the country. In this respect, in the recent past, the law ministry informed a National Assembly standing committee that summary for second extension in military courts has been forwarded to the federal cabinet for approval, as the two-year term of the courts will expire in March 2019.

The military courts were allowed to try civilians accused of terrorism in January 2015, soon after a terrorist attack on the Army Public School in Peshawar (APS) in December 2014. In the attack, 144 people, mostly children were martyred by the banned Tehreek-i-Taliban Pakistan.

Military courts were given a two-year constitutional cover as both houses of the parliament passed the 21st constitutional amendment.  The courts remained dysfunctional from January 7, 2017 due to expiry of the two-year constitutional cover—till March 2017, when the military courts were extended for another two years by the parliament.

On December 13, last year, Defence Minister Pervez Khattak had informed the National Assembly that the military authorities had to decide 185 cases of terrorists in three months—till March.

A leading newspaper of Pakistan reported on January 25, 2018, “The opposition parties are working to come out with a combined response on the extension of the constitutional amendment, continuing the powers of the military courts…a senior opposition leader told…everyone is willing to join hands to become a formidable force as they are pushed into a scenario where they have no other option…in case the opposition decides to support the extension as one force, it will seek a foolproof timeframe to enable the criminal justice system in a phased manner to be in a position to speedily proceed against the terrorists…During out talks with the government side, we will make concrete proposals to improve the civilian justice system so that there is no need of military courts after some time…Pakistan Muslim League-Nawaz (PML-N) leader Rana Sanaullah told this correspondent…Our effort will to make our suggestions part of the constitutional amendment so that there is no subsequent deviation from them…One proposal is that the opposition should agree to just one-year extension of military courts. Initially…A PML-N source told that there were two opinions in the party which have been discussed. One view is that the military courts should be extended while the other runs against it and stresses that when there has been significant fall in terrorist activities because of the concerted operations of the law enforcement agencies, there is no further need to have the military courts in place…leader of the opposition Shahbaz Sharif was conscious of the publicly aired opinion of the Pakistan People’s Party (PPP) against the constitutional amendment. He said that at the same time, the PML-N president wants the opposition parties to show harmony on the extension of military courts.”

However, there is a co-relationship of military courts and war against terrorism. In this connection, word “opportunism” is very renown in world of Politics. Opportunism is the conscious policy and practice of taking advantage of circumstances with little regard for principles or with what the consequences are for others. In the present circumstances, opposition parties are not opposing extension in the term of military courts, but making efforts to achieve a bargaining position. Pakistan Army was not seeking extension in military courts for itself, but in the larger interest of masses in order to ensure peace in the country. PPP leader Asif Ali Zardari along with her sister are facing very serious cases including plundering the national exchequer. Although they seems to be in favour of military courts, but currently, they want to use it as a bargain chip to get all the corruption charges from them, removed. Same is true in case of the leaders of PML-N—the former Prime Minister Nawaz Sharif and Shahbaz Sharif, including some other leaders of the party, who are facing corruption-related cases in the Supreme Court of Pakistan and the National Accountability Bureau (NAB), as Sharif family also wants to make controversy over the extension of the military court so as to use the same for bargaining purposes in relation to their cases.

Nevertheless, the political leaders of these parties forgot that on January 2, 2015, besides the chiefs of other political parties and military top officials agreed on a draft of legislative measures which paved the way for establishment of special military trial courts. It was unanimously agreed that the 20 points (National Action Plan) enunciated in the All Parties Conference (APC) Resolution of December 24, 2014 was being acted upon—the bill as 22nd (Constitutional) Amendment was enforced soon after its approval from the parliament. The special military courts had been established and the ruthless terrorists facing death penalty were being hanged. 

These political elements are reminded that the National Action Plan (NAP) includes important points—execution of convicted terrorists, establishment of special trial courts, ensuring no armed militias are allowed to function in the country, strengthening and activation of National Counter-Terrorism Authority (NACTA), countering hate speech and extremist material, choking financing for terrorists and terrorist organizations, ensuring against re-emergence of proscribed organizations, establishing and deploying a dedicated counter-terrorism force, taking effective steps against religious persecution, registration and regulation of madrassas (Religious seminaries), ban on glorification of terrorism and terrorists organization through print and electronic media, FATA reforms, dismantling communication networks of terrorist organizations, measures against abuse of internet and social media for terrorism, Zero tolerance for militancy in Punjab, taking the ongoing operation in Karachi to its logical conclusion, Balochistan reconciliation, dealing firmly with sectarian terrorists, policy to deal with the issue of Afghan refugees, revamping and reforming the criminal justice system.

These hostile entities should know that corruption is the essence of terrorism. Hence, people want that this menace must be eliminated from the country as part of overall war against terrorism.

In this connection, without any discrimination, several persons, politicians and government servants involved in corruption have been arrested in various parts of the country.

As regards of madrassas, in 2015, a meeting of military, political and religious seminaries had vital importance. All the participants reached a mutual consensus. While assuring unconditional support to NAP, representatives of madrassas, Ulema (Religious scholars) said that culprits and black sheep in religious institutes should be dealt with iron hands. They agreed that “Pakistan is our motherland. We on our own have to protect its integrity.” They also agreed for reforms in the religious schools through introduction of new curriculum, registration, and funding process. Earlier, the chief ministers agreed to all the proposals put forth by the interior minister regarding important issues including regularization of affairs of NGOs.

It is noteworthy that in October 2018, Prime Minister Imran Khan made a pledge to resolve the issues of madrassas on priority and accordingly held a meeting with top leadership of all the federations of the madrassas in Pakistan to develop understanding and trust for this purpose. Now, the unveiling of National Education Framework indicates that the government is serious about the madrassas issues. Hopefully, the Ittehad-e-Tanzeemat-e-Madaris Pakistan (ITMP), the representative body of all the administrative setups of madrassas, will fully cooperate with the government this time and an inclusive education system will come in place.

The demand and need for madrassas reforms have always been felt by the religious scholars and Dars-e-Nazami was itself prepared as a reformative measure 300 years ago. It is outdated and it cannot meet the challenges of modern education system. The scientific subjects and vocational/ technical training must be integrated with the religious curriculum of madrassas to uplift them in standards. As madrassas are catering the educational needs of 3.5 million students, according to some estimates, the modernization of their curriculum on scientific lines will be beneficial for everyone including the administrative bodies of madrassas.

Notably, according to the report of National Action Plan (NAP)-June 14, 2018, “Military courts in Pakistan have sentenced 186 terrorists to death and issued verdicts for more than 300 terrorism-related cases.  Another milestone achieved by NAP was strengthening of National Counter Terrorism Authority (NACTA)-an anti-terrorism institution established by the parliament in 2013 with sole mandate of countering extremism and terrorism in country. Regrettably, it remained un-effective until it was made part of NAP. Following the zero tolerance policy after the APS attack, NACTA pursued its mandate and jurisdiction with unparallel vigour and scribed the policies addressing the state’s goals in countering terrorism. A special budget of Rs. 1545.5 million was allocated in 2016-17, and in 2017- 2018 Rs. 1643.019 million was demanded, however only Rs. 530.839 have been released. A Joint Intelligence Directorate has also been staffed in NACTA for the purpose of enhancing coordination and intelligence sharing mechanism among the provinces.3 NAP has also taken a rigorous stance in dealing with the matter of sectarian violence, religious intolerance and extremism. As a result, 1373 cases were registered after 2014 regarding hate speech and publication of literature inciting religious sentiments. Around 2,566 persons were arrested against 1373 cases and 70 shops were sealed. Moreover, 19,895 cases have been registered pertaining to misuse of loudspeakers, 20,679 persons were arrested and 8,759 pieces of equipment have been confiscated.”

Nonetheless, in order to dismantle the terror-financing networks, eradication of corruption is an important part of Pakistan’s National Action Plan, while military courts are also essential to eliminate terrorism from the country. Hence, instead of making these courts controversial, the members of the mainstream political parties who are sitting in the parliament must give approval to the extension of military courts with the sole aim of elimination of terrorism from the country, which is demand of every patriot Pakistani.

It is in response to the article “2018: Not Yet Balochistan’s Year”, written by Adnan Aamir, published in “The Friday Times” on December 28, 2018, which clearly seems part of the foreign propaganda campaign to create sense of deprivation among the Baloch People. Salient of the article are as under:- 

The political drama was not yet to end in Balochistan. The rebel members of PML-N formed Balochistan Awami Party (BAP). The primary manifesto point of BAP was that decisions of Balochistan will be made in Balochistan, as opposed to Raiwand or Larkana. Detractors, however, alleged that BAP was created by the establishment to take full control of the affairs of Balochistan.

BAP leaders in Balochistan’s government openly blamed the PML-N for preventing Balochistan from reaping the benefits of CPEC [China-Pakistan Economic Corridor]. Balochistan government made a strong case for the province in 8th Joint Coordination Committee (JCC) of CPEC. The provincial government demanded $500 million in socio-economic uplift projects and 10,000 scholarships for Balochistan, along-with several other infrastructure projects.

The year 2018 also witnessed the rise of Balochistan Liberation Army [BLA]–Aslam group. This Baloch insurgent group carried out a suicide blast targeting Chinese engineers in Dalbandin in August.

Under the sub-title, Same Old Balochistan, Adnan wrote, nothing changed in Balochistan—Most problems of the province, such as security situation, power shortages, share in mineral resources and the CPEC, are under the ambit of the federal government.

In fact, the main aim of the above article is to spread disinformation regarding the CPEC in a controversial and hidden style and to misguide the Baloch people against the federal government of Pakistan, while some foreign anti-Pakistan entities are already misguiding the general masses of the province. In this regard, by ignoring facts and ground realities, in one way or the other, Adnan Aami has became part of these external forces.

However, from the very beginning, terrorism-related terror attacks in Pakistan’s largest province of Balochistan have coincided with a continuous propaganda campaign against Pakistan’s federation and its security forces as part of the conspiracy—whose aim is also to incite the feelings of the Baloch people against the key institutes of the country.

When during the Musharraf regime, with the Chinese assistance, Pakistan initiated the construction of Gwadar deep-seaport in the Balochistan province in March 2002; sirens went off in the capitals of foreign countries, especially of the US, India and Israel who took it as a threat to their global and regional plans. After the shift of the Great Game from Central Asia to Pakistan’s Balochistan, in the past, intelligence agencies of these countries, including British MI6 supported target killings, suicide attacks, hostage-takings, sectarian and ethnic violence, particularly kidnappings of the Chinese and Iranian nationals through the Baloch separatist elements.

Taking cognizance of the deteriorating situation of the Balochistan province, Pakistan’s political and military leaders started focusing their attention on the rapid development of Balochistan to redress the grievances of the people in order to castigate the conspiracy of the external enemies. In this regard, the then Prime Minister Yousuf Raza Gilani had declared 2012 the ‘Year of Balochistan.’ While in his address to a rally, leader of Pakistan Tehreek-e-Insaf (PTI) Imran Khan (Now Prime Minister) had apologized to the Baloch people for the national misgivings which were being manipulated by the foreign enemies of Pakistan. 

In the recent years, Pakistan’s civil and military leadership has made strenuous efforts to develop the infrastructure in Balochistan, providing the people employment opportunities to bring the Balochis in the mainstream of the country. In this regard, Pak Army has not only established schools and colleges in Balochistan, but also set up technical and industrial institutes in the province, besides giving military training to the youth.

While addressing, the passing-out parade in Quetta on October 11, 2011, Prime Minister Yusuf Raza Gilani pointed out various efforts of the Pak Army in alleviating the people of Balochistan. He appreciated the then Chief of Army Staff General Ashfaq Parvez Kayani Kayani for ensuring best possible training to bring the youth into the national mainstream. Gilani highlighted development projects in Balochistan, aimed at the socio-economic uplift of its people. He said that the federal government would also provide 30 percent of its shares from the Saindak Project to the Balochistan government, adding that under the NFC award, fund transferring had been increased from 5.1 to 9.09 percent.  

In 2011, I visited Balochistan along with other journalists. I saw a number of institutes, set up by army, and these were providing especially technical training to thousands of the Balochis. I had also a trip to far-flung areas of the province and witnessed various mega projects and mineral sites, protected by the army. I was greatly surprised that no military operation was going on in Balochistan, as propagated by the external elements. People told me that some subversive events are taking place by the minority separatist elements so as to create instability in the province.

It is mentionable that foiled terror attack on the Chinese consulate in Karachi on November 23, last year was part of the same scheme. In another terror-related incident, on the same day, at least 35 people were killed and 50 wounded in a blast in Kalaya area of lower Orakzai district in Hangu (Pakistan).

It is noteworthy that the separatist group of the Balochistan, BLA claimed responsibility of the failed terror attempt on the Chinese consulate in Karachi through a tweet. 

Pakistan’s media and reliable sources revealed that in a major development pertaining to attack on Chinese consulate in Karachi, Pakistan’s Law Enforcement Agencies (LEAs) on November 24, 2018 learned that attack was funded by India’s notorious RAW and Afghanistan’s intelligence agency National Directorate of Security (NDS). Earlier, LEAs arrested three alleged facilitators in connection with assault on Chinese Consulate in Karachi. Sources privy to LEAs disclosed that local facilitators had assisted the BLA’s terrorists in carrying out the appalling attack. The attack was “planned by banned BLA commander Aslam alias Achhu who was under treatment at Max Hospital in New Delhi, after being injured in an operation by Pakistani security forces near Sibi…Achhu had several times travelled to India from Afghanistan on fake passport”.  Recently, he died in India.

Undoubtedly, it shows the connections of the Indian RAW with NDS in relation to the foiled attempt at the Chinese consulate of Karachi.

Notably, with tactical support of CIA and Mossad, India is also using Afghan soil to destabilize Balochistan to slow down the growth of the CPEC and pulling Afghanistan away from joining the CPEC.

In this respect, propaganda of external entities, followed by meetings and arranging protests in the US and some European countries such as UK and Geneva by the Baloch Sub-Nationalists against the integrity of Pakistan is also part of the same campaign to destabilize the country, especially Balochistan by criticizing Beijing and Islamabad in connection with the CPEC project.

In this connection, RAW and CIA arrange a meeting of Baloch Sub-Nationalists, SSNs (Sindhi-Sub- Nationalists) and the USNs (Uyghur Sub-Nationalists of China) on the termination of 35th Session of Human Rights Counsel in Geneva from 12-14 June 2017. The agenda was; planning against the CPEC/Pak-China’s interests in the region. Mehran Marri attended the conference and delivered a speech (reportedly prepared by RAW) alleging CPEC as exploitation projects and Baloch cultural genocide by Pakistan and China. Represents of World Sindh Congress (WSC) attended the said forum as well. Uyghur human rights activists, Rebiya Kadeer and Dolikun Aeysa were also present in the said conference.

Similarly, Ahmar Masti Khan’s ‘American Friends of Balochistan’ organized an event at National Press Club in Washington, DC August 2017. The speakers included, Hussain Haqqani, Former Ambassador of Pakistan, Nawab Brahumdagh Bugti, President of Baloch Liberation Army (via skpye from Switzerland), Nawab Mehran Marri, Chief of Marri Tribe & President of the Balochistan House, Hammal Haider, International spokesperson for the Balochistan National Movement, Banuk Kareema Baluch, President Baloch Students Organization (Azad). They promoted the self-created theory that Pak Army and China had ill-intentions towards CPEC, Gwadar and Balochistan’s natural resources.
Likewise, on the eve of Chinese National Day on 30 Sep 2017, Free Balochistan Movement (FBM) headed by Harbyar, organized a protest rally in Gottingen, Germany. This has been done on the Indian sponsored false propaganda about China’s new colonialism and human rights violations in Balochistan. It was said in their statements that China and Pakistan nexus is aimed to turn Baloch demography into a minority.

Nevertheless, unlike the past, protest/rallies by Baloch insurgent groups abroad have increased in order to project Balochistan issue on international forums. Baloch Student Organization-Azad (BSO) also organized a demonstration outside British Prime Minister’s residence in London on Oct 1, 2017 against alleged Pakistan war crimes in Balochistan.

Although foreign intelligence agencies such as CIA, RAW and Mossad have continued supporting various types of intrigues against Pakistan and China, yet Balochistan has become their special target and these secret agencies have accelerated their aggressive campaign, particularly to harm the CPEC project.

In this regard, with the help of Baloch nationalist leaders who have taken refuge in western countries; these hostile elements have launched a false propaganda campaign by spreading disinformation about natural resources, progressive works and the CPEC. Thus, they are misguiding the Baloch people.

The agents of CIA, RAW and Mossad are well-penetrated in various NGOs and human rights organizations which are being used for a malicious propaganda against Pakistan’s security forces. In this respect, on July 31, 2011, with the help of external elements, a rally was organised by Baloch Human Rights Council in UK, in front of the US Embassy in London, which raised false accusations such as inhuman torture and extrajudicial murder of the Baloch intellectuals by the inhuman actions of the Pakistani army.

On August 3, 2011, the then ISPR spokesman, Maj-Gen Athar Abbas, while rejecting human rights groups’ reports about Balochistan as a conspiracy against Pakistan, called for probing the funding of these organizations, as “this could be traced back to those forces which want to destabilize Pakistan.”

It is noteworthy that on September 6, 2017, in a letter to Ambassador Valentin Zellweger-the permanent representative of the Swiss government at the United Nations (UN), Ambassador Farukh Amil-the permanent representative of Pakistan to the UN has taken up the matter of posters, raised in the area around Rio de Ferney in Grand Sacconex, Geneva—mentioned the name of Balochistan House (BH) as a sponsor—terming the incident as a belligerent attack on the “sovereignty and territorial integrity of Pakistan” by giving calls for ‘free Balochistan’.

According to the ambassador, a car “remained parked near [the digital poster] and seemed to be guarding [it]…the BH, the apparent sponsor of these posters is an affiliate of the BLA, which is a “listed terrorist organisation under the laws of Pakistan and other countries, including the United Kingdom.”

It is also of particular attention that patriot Baloch people have come to know the foreign plot against the integration of Pakistan. They know that Pak Army has not only been successful in uprooting the anti-state elements, but also contributed a lot in socio-economic development of Balochistan.  Army’s positive steps are increasing income of the Baloch youth and reducing their dependence on the feudal lords (Sardars), while external-backed insurgency has been hampering the growth and development of the province. Besides, the Baloch are very well-aware of the fact that instead of Sardars, royalty of the mineral resources go to the provincial government of Balochistan. 

Baloch persons know that the Sardars who have been fighting for their own so-called status, prestige and influence, do not want to give up the old system of feudalism. Therefore, with the assistance of the US-led India and Israel, these anti-Pakistan entities are inciting them against Pak Army, Punjabis and the federation.

Loyalist Baloch people are well-aware of the reality that they would be the real beneficiary of the CPEC. Completion of the CPEC-deep Gwadar seaport of Balochistan with an international airport at Gwadar and the roads infrastructure in Gwadar would link the communication networks of rest of the country to facilitate transportation of goods. When Gwadar seaport becomes fully operational, it would connect the landlocked Central Asian states with rest of the world. Gwadar project which is backbone of the CPEC will uplift the impoverished people of Balochistan by providing thousands of employment opportunities, especially to the less developed areas by redressing their grievances. The resulting prosperity in Balochistan would damp the separatist sentiments of the people, which the hostile elements, supported by Washington, New Delhi and Tel Aviv do not want.

It is worth-mentioning that since the government of the Balochistan province announced general pardon and protection to the Baloch militants as part of reconciliation process, many insurgents and their leaders have surrendered their arms and decided to work for the development of Pakistan and the province by including themselves in the mainstream of the country, and peace has been restored in the province.

But, it is misfortune that some internal entities like Adnan Aamir are still misleading the Baloch people in accordance with the hidden agenda of some foreign powers who have been trying to destabilize Balochistan.

The people residing in Balochistan must remain loyal to Pakistan so as to thwart nefarious designs against the integrity of the country.

Nonetheless, facts and ground realities endorse that ‘2018 was the year of Balochistan’.

An important meeting was held between Balochistan’s Chief Minister Jam Kamal Khan and Dr. Jumma Khan Marri in Moscow during the first week of Dec 2018.

Dr. Marri suggested Pakistan government to put forward the issue and demand UK to stop providing the safe haven to the commander of Balochistan Liberation Army (BLA) Hyrbyar Marri and also emphasized for preparations to be made to raise the issue in UN.

The meeting between Chief Minister of Balochistan and Dr. Marri is the step in the right direction. Pakistan needs to accelerate its efforts to bring other drifted Baloch leaders in the main stream of the country and use them for its advantage and progress.

Sincere Baloch leaders from inside and from abroad have started expressing their concerns about Indian sponsored insurgency in Balochistan. In this regard, Dr. Jumma Khan Marri, is one such example, who parted ways from foreign-backed Baloch separatist leaders such as Brahamgagh Bugti, Hyrbyar Marri and Mehran Marri, accusing them of being completely controlled by Indian intelligence agency RAW.

It is notable that safe havens hideout of BLA, Baloch Republican Army (BRA), Tehreek-e-Taliban Pakistan (TTP), Jamaat-ul-Ahrar (JA), LeJ Al-Alami (LJ-A) in Afghanistan are also a cause of concern for Balochistan. If these safe havens continue to operate from Afghan soil, with the support of Afghanistan’s intelligence agency National Directorate of Security (NDS) and RAW which are in collaboration, law and order situation in the province of Balachistan cannot improve.

Besides, some hundreds of individuals were misguided by propaganda and fell in the trap of foreign hostile intelligence agencies, who exploited the existing grievances of the local population of the province.

In another terror-related incident, on the same day, at least 35 people were killed and 50 wounded in a blast in Kalaya area of lower Orakzai district in Hangu (Pakistan).
It is noteworthy that the separatist group of the Balochistan, BLA claimed responsibility of the failed terror attempt on the Chinese consulate in Karachi through a tweet. 

Meanwhile, Pakistan’s media and reliable sources revealed that in a major development pertaining to attack on Chinese consulate in Karachi, Pakistan’s Law Enforcement Agencies (LEAs) on November 24, 2018 learned that attack was funded by India’s notorious RAW and Afghanistan’s NDS. Earlier, LEAs arrested three alleged facilitators in connection with assault on Chinese Consulate in Karachi.

Sources privy to LEAs disclosed that local facilitators had assisted the BLA’s terrorists in carrying out the appalling attack. The attack was “planned by banned BLA commander Aslam alias Achhu who is currently under treatment at Max Hospital in New Delhi, after being injured in an operation by Pakistani security forces near Sibi…Achhu had several times travelled to India from Afghanistan on fake passport. His sister was arrested while crossing border last year.”

Undoubtedly, it shows the connections of the Indian RAW with NDS in relation to the foiled attempt at the Chinese consulate of Karachi.

Notably, India’s main objective is to undermine Pakistan’s legitimate economic and security interests in Afghanistan. India is attempting to poison Afghan people against Pakistan by carrying out negative propaganda and actions to destroy Pakistan’s age old socio-economic and trade related links with Afghanistan and to impede Pakistan's trade with Central Asia. India blames Pakistan for terrorist events occurring in Afghanistan to build a case that the freedom struggle in Jammu and Kashmir is also being backed by Pakistan. New Delhi’s objective in doing so is to denude the people of Jammu and Kashmir for the political and moral support of Pakistan. India is also using Afghan soil to destabilize Balochistan to slow down the growth of the CPEC and pulling Afghanistan away from joining the CPEC.

In this regard, propaganda of external entities, followed by meetings and arranging protests against the integrity of Pakistan is also part of the same campaign to destabilize the country.

In this respect, RAW and CIA arrange a meeting of Baloch Sub-Nationalists, SSNs (Sindhi-Sub- Nationalists) and the USNs (Uyghur Sub-Nationalists of China) on the termination of 35th Session of Human Rights Counsel in Geneva from 12-14 June 2017. The agenda was; planning against the CPEC/Pak-China’s interests in the region. Mehran Marri attended the conference and delivered a speech (reportedly prepared by RAW) alleging CPEC as exploitation projects and Baloch cultural genocide by Pakistan and China. Represents of World Sindh Congress (WSC) attended the said forum as well. Uyghur human rights activists, Rebiya Kadeer and Dolikun Aeysa were also present in the said conference.

Promotion of Sub-Nationalists groups (in Balochistan, Khyber Pakhtunkhwa, Sindh, Azad & Jammu Kashmir and Gilgit-Baltistan) along with establishment of “Ansar-ul-Shariah” (reportedly Al-Qaeda based) in Karachi and projecting the issue at international forums through foreign base Sub-Nationalists are reflective of multi-prong, well-orchestrated strategic of hostile intelligence agencies.
Similarly, Ahmar Masti Khan’s ‘American Friends of Balochistan’ organized an event at National Press Club in Washington, DC August 2017. The speakers included, Hussain Haqqani, Former Ambassador of Pakistan, Nawab Brahumdagh Bugti, President of Baloch Liberation Army (via skpye from Switzerland), Nawab Mehran Marri, Chief of Marri Tribe & President of the Balochistan House, Hammal Haider, International spokesperson for the Balochistan National Movement, Banuk Kareema Baluch, President Baloch Students Organization (Azad).

They promoted the self-created theory that Pak Army and China had ill-intentions towards CPEC, Gwadar and Balochistan’s natural resources.

However, mainstream US media and credible organizations in USA do not take Ahmar Masti Khan seriously. The aim of Ahmar Masti Khan is to malign Pakistan’s Armed Forces and China.

Meanwhile, a seminar was organized by All Pakistan Muslim League (APML) at Nobel Peace Center, Oslo, Norway in the recent past. The address and Question-and-answer (Q&A) session were interrupted by Pakistani Diaspora and BSNs (Baloch Sub-Nationalists). Later, Nobel Peace Center management issued a press release, clarifying that the said Centre was hired by APML for holding of their programme and Nobel Peace Center had nothing to do with the act. So, Norway shut down an event midway. Subsequently, a similar seminar was also canceled by University of London due to fears of protest by Pakistani students.

Interruption of such activities and cancellation of programs by various international institutions due to fear of protest by vested groups exposes the so-called freedom of right of expression, propagated by the West.

Similarly, on the eve of Chinese National Day on 30 Sep 2017, Free Balochistan Movement (FBM) headed by Harbyar, organized a protest rally in Gottingen, Germany. This has been done on the Indian sponsored false propaganda about China’s new colonialism and human rights violations in Balochistan. It was said in their statements that China and Pakistan nexus is aimed to turn Baloch demography into a minority.

Nevertheless, unlike the past, protest/rallies by Baloch insurgent groups abroad have increased in order to project Balochistan issue on international forums. Baloch Student Organization-Azad (BSO) also organized a demonstration outside British Prime Minister’s residence in London on Oct 1, 2017 against alleged Pakistan war crimes in Balochistan.

Although foreign intelligence agencies such as CIA, RAW and Mossad have continued supporting various types of intrigues against Pakistan and China, yet Balochistan has become their special target and these secret agencies have accelerated their aggressive campaign, especially to harm the CPEC project.

In this connection, with the help of Baloch nationalist leaders who have taken refuge in western countries; these hostile elements have launched a false propaganda campaign by spreading disinformation about natural resources, progressive works and the CPEC. Thus, they are misleading the Baloch people.
The agents of CIA, RAW and Mossad are well-penetrated in various NGOs and human rights organizations which are being used for a malicious propaganda against Pakistan’s security forces. In this respect, on July 31, 2011, with the help of external elements, a rally was organised by Baloch Human Rights Council in UK, in front of the US Embassy in London, which raised false accusations such as inhuman torture and extrajudicial murder of the Baloch intellectuals by the inhuman actions of the Pakistani army.

On August 3, 2011, the then ISPR spokesman, Maj-Gen Athar Abbas, while rejecting human rights groups’ reports about Balochistan as a conspiracy against Pakistan, called for probing the funding of these organizations, as “this could be traced back to those forces which want to destabilize Pakistan.”

Besides rallies in some western countries, in 2012, a demonstration was held outside the United Nations in Geneva on the occasion of the 19th Session of UN Human Rights Council to condemn the human rights violations in Balochistan. The demonstrators accused Pakistan’s security and intelligence agencies of extrajudicial killings. Apparently, the demonstration was organized and led by Mehran Baloch, Balochistans representative at the UN and Noordin Mengal, but, in fact, it was arranged by the anti-Pakistan NGOs, human rights groups and Indo-Israeli lobbies with American covert help.

It is of particular attention that on September 6, 2017, in a letter to Ambassador Valentin Zellweger-the permanent representative of the Swiss government at the United Nations (UN), Ambassador Farukh Amil-the permanent representative of Pakistan to the UN has taken up the matter of posters, raised in the area around Rio de Ferney in Grand Sacconex, Geneva—mentioned the name of Balochistan House (BH) as a sponsor—terming the incident as a belligerent attack on the “sovereignty and territorial integrity of Pakistan” by giving calls for ‘free Balochistan’.

According to the ambassador, a car “remained parked near [the digital poster] and seemed to be guarding [it].”

According to the letter, the BH, “the apparent sponsor of these posters is an affiliate of the BLA, which is a “listed terrorist organisation under the laws of Pakistan and other countries, including the United Kingdom.”

The letter reads, “The fact that terrorists or elements linked with terrorists operate openly for their propaganda campaigns in the peaceful and serene city of Geneva, capital of the United Nations, is a matter of grave concern…The use of Swiss soil by terrorists and violent secessionists for nefarious designs against Pakistan and its 200 million people is totally unacceptable.” The envoy demanded that “the incident is fully investigated with a view to blocking its recurrence in the future.”

And in 2006, the federal government had exercised its powers under Section 11 (b) of the Anti-Terrorism Act, 1997, to declare the BLA a terrorist organisation. The decision was made after the government cancelled the arms licenses issued earlier to main nationalist leaders in Balochistan.
At the time, the federal government’s investigation had said that the BLA was involved in sabotage activities, including rocket attacks on national installations, civilian population and security forces. It was also accused of laying landmines in various parts of the province.

It is also of particular attention that patriot Baloch people have come to know the foreign conspiracy against the integration of Pakistan. They know that Pak Army has not only been successful in uprooting the anti-state elements, but also contributed a lot in socio-economic development of Balochistan. While protecting mega projects, and promoting other development works, Army set up a number of institutes in Balochistan, which have been providing particularly technical training to thousands of Balochis. Army has also been imparting military training to the Baloch youth. The purpose is to bring them in the mainstream of the country.

In fact, Army’s positive steps are increasing income of the Baloch youth and reducing their dependence on the feudal lords (Sardars), while external-backed insurgency has hampered the growth and development of the province.

It is worth-mentioning that since the government of the Balochistan province announced general pardon and protection to the Baloch militants as part of reconciliation process, many insurgents and their leaders have surrendered their arms and decided to work for the development of Pakistan and the province by including the mainstream of the country, and peace has been restored in the province.

But, it is misfortune that some external and internal entities have still been misleading the Baloch people in order to fulfill the hidden agenda of some powers who have converted Balochistan into a hub of international conspiracy.

However, the overwhelming majority of people residing in Balochistan remained loyal to Pakistan, and disowned any group who resorted to violent means against the state.

Those still playing in the hands of especially RAW, whose core is largely decimated in Balochistan, need to throw down their weapons and pick up the stance of unity like Dr. Jumma Khan. The government of Pakistan needs to play a special role in bringing the estranged Baloch leaders to the mainstream of the country.
