Black Day in Balochistan: Baloch Sub-Nationalists Distort History By Sajjad Shaukat (JR157SS38)

Every year, Baloch Sub-Nationalists (BSNs) observe March 27 as a black day on alleged annexation of Kallat state with Pakistan in 1948. During this very day, shutter down strikes in small and far-flung areas of the Balochistan province and demonstrations of small attendance by exiled BSNs take place. For this purpose, they also launch active social media campaign.

As in pursuance of the foreign agenda of the anti-Pakistan countries, these hostile elements distort the historical facts to pollute the minds of the patriot people of the Balochistan against the federation of Pakistan; the Baloch must need to know the actual perspective about accession of Kallat state with Pakistan.

No doubt, Baloch leaders and people of Balochistan played a vital role in creation of Pakistan, and ultimately succeeded under the leadership and guidance of Quaid-e-Azam Muhammad Ali Jinnah in achieving Pakistan as an independent state. In fact, Balochistan is an integral part of Pakistan with a history of supporting Resolution of Pakistan-1940, which envisaged creation of a separate homeland for Muslim majority areas of the Sub-continent, as the Baloch had strongly opposed plan of the united India.

Unfortunately, there are still been certain dissident elements which not only oppose the idea of Two Nation Theory-the fundamental ideological base for creation of Pakistan, but also leave no stone unturned in misguiding the innocent Baloch by distorting the history of Balochistan’s accession to Pakistan.

In reality, before the independence of Pakistan, the territories which are now consolidated into the province of Balochistan did not constitute a settled province. Apart from Quetta District that was administrated under civil law, the rest of the territory was under Frontier Crimes Regulations (FCR). The then government of British India constituted a special body of tribal elders known as “SHAHI JIRGA” for consultation by Assistant Governor General (AGG) on local issues relating to British Balochistan. On June 29, 1947, “SHAHI JIRGA” of the British Balochistan as representative body of AGG along with elected members of Quetta Municipal Body unanimously passed a resolution of forming part of Pakistan. The State of Kalat had customary over lordship on the princely states of Kharan, Makran and Lasbela. As these three states decided to join Pakistan in March 1948, the Khan of Kalat (KoK) also acceded with Pakistan on March 27, 1948. The brother of KoK Shehzada Abdul Karim of Kakat having mustered 130 tribesmen started insurgency in 1948 which never took off ground and the matter was brought under control.

Regretfully, Baloch Sub-Nationalists (BSNs) distort history of accession of Kalat with Pakistan and give reference of the so-called insurgency of 1948 by brother of KoK, whereas the document of accession of State of Kalat with Pakistan was signed by KoK himself as legitimate ruler of State of Kalat.

Notably, as a result of the general elections 2013, the government led by the nationalist leader Chief Minister Balochistan Dr Abdul Malik Baloch was established in Balochistan, while on December 7, 2013; local bodies elections were largely held in a peaceful manner in the province. Again, in the general elections 2018, a majority of the Baloch cast their votes. However, these elections proved that majority of the Baloch are loyal to the federation, and do not favour separation of the Balochistan, as they have rejected the case of separatists, being projected by anti-Pakistan powers.

Even a Gallup survey of the UK official body, DFID, conducted on July 20, 212, had disclosed that the vast majority of the Baloch people oppose the idea of an independent Balochistan. This survey has also proved that some external entities have been conducting acts of sabotage in the province by backing the minority groups.

As regards the deteriorating situation of Balochistan and the missing persons, everyone knows that Balochistan Liberation Army (BLA), Baloch Salvation Front (BSF) and their affiliated outfits, including another group, Jundollah (God’s soldiers) which have been fighting for secession of the province gets logistic support from American CIA, Indian RAW, and Israeli Mossad. In the past few years, these militants kidnapped and killed many innocent people and the security personnel in the province. They also massacred many persons through suicide attacks, bomb blasts, targeted killings and sectarian violence. Therefore, they are responsible for dumped bodies and extrajudicial killings in the province. On a number of occasions, these insurgent groups claimed responsibility for their subversive acts. A majority of the disappeared individuals are also in the detention centers (Farrari Camps) which are being run by foreign-assisted Baloch feudal lords (Sardars) who want to continue old system of feudalism in the province so as to maintain their status, prestige and influence at the cost of people of the province.

It is mentionable that India, the US and Israel have been internationalizing the Balochistan issue in accordance with their secret goals. In this respect, in connivance with the Baloch separatist leaders who have taken refuge in Switzerland, Sweden, US and London, these foreign elements use media, various NGOs and human rights organizations for false propaganda against Pakistan’s security  agencies in relation to extrajudicial killings, mutilated bodies and the missing persons.

Nevertheless, during this vary day, it is also of particular attention that since the government of the Balochistan province announced general pardon and protection to the Baloch militants as part of reconciliation process, many militants and their leaders have surrendered their arms and decided to work for the development of Pakistan and the province.

Besides, Pakistan’s Armed Forces have broken the backbone of the foreign-backed terrorists by the successful military operation Zarb-e-Azb which has also been extended to Balochistan where peace has been restored. But, it is misfortune that based in Afghanistan; external secret agencies such as CIA, RAW and Mossad have, again, started subversive activities in Balochistan. As part of the double, game, these agencies are using the separatist elements and terrorist organizations like the Islamic State group (Also known as Daesh, ISIS, ISIL), the Tehreek-e-Taliban Pakistan (TTP), the Tehreek-e-Taliban Pakistan Jamaat-ur-Ahrar (TTP-JA also known as JuA), including other similar outfits in creating unrest in Balochistan, as recent terror attacks in the province has proved. Now, the China-Pakistan Economic Corridor project is their special target.
Taking cognizance of historical facts, the idea of observing black day must be denounced by all the segments of society, while the majority of the Baloch has already rejected the call for shutter down strike. But, these anti-Pakistan aims of the separatist elements also needs to be countered by our own historians, analysts and media persons by giving true perspective of history which is being distorted by the BSNs to advance their vested interests and those of the foreign enemies.

These internal entities of Pakistan must point out that People of Balochistan, especially the youth are very loyal and patriotic Pakistanis who believe in unity and sovereignty of the country. They cannot be misled by elusive designs of greedy leaders who plan to observe March 27 as black day.

Particularly, media must proactively project the role of Baloch leaders in creation of Pakistan and in defending the state of Pakistan. For the purpose, talk shows must be held giving correct perspective of historical records by explaining the process of accession of State of Kalat with Pakistan and internal rift between KoK and his brother. Social media should also be used for this purpose.

Our own intellectuals must indicate that insurgency of 1948 which started by Shehzada Abdul Karim of Kakat never took off, because it was not supported by other realist Baloch leaders, and it was based on misguided thoughts, suggested by few Indian Congress leaders. The aim was to destabilize Pakistan by creating militancy in Balochistan.

We can conclude that Baloch Sub-Nationalists called for a shutter down strike in Balochistan on March 27 to observe it as black day. Since it is the date of legal accession of State of Kalat with Pakistan, therefore, the strike call was based on negative contemplation and wicked designs to misguide the Baloch, especially the youth. In order to obtain the foreign agenda against Pakistan, these hostile elements who distort the history, want that every year, this black day should be observed.

India’s Appetite for New Weaponry and War Hysteria: Risk of Nuclear War By Sajjad Shaukat (JR 150 SS 35)

Taking cognizance of the war-like situation between India and Pakistan, which started in the aftermath of the false flag Pulwama terror attack in the Indian Occupied Kashmir, the US played a key role in de-escalation of tension between the two neighboring nuclear countries. But, tension which involves the risk of nuclear war still exists, as the extremist government of the Bharatiya Janata Party (BJP) led by the Indian fundamentalist Prime Minister Narendra Modi has refused the mediatory role of any country, while continuing war hysteria against Pakistan in wake of acceleration of shelling across the Line of Control (LoC), which has resulted into many casualties in the Pakistani side of Kashmir. On the other side, Pakistan’s armed forces are on high alert to give a matching response to any Indian prospective aggression or war.

Apart from other Western media, The New York Times wrote on March 7, 2019: “Tensions have cooled between India and Pakistan after a terrorist attack, but their nuclear arsenals mean unthinkable consequences are always possible. The current focus on North Korea’s growing arsenal obscures the fact that the most likely trigger for a nuclear exchange could be the conflict between India and Pakistan [in wake of the unresolved dispute of Kashmir]…Adding to the volatility, India’s prime minister, Narendra Modi is waging a tough re-election campaign in which he has used anti-Pakistan talk to fuel Hindu nationalism.”

In a public testimony before the Senate Select Committee on Intelligence on January 30, this year, US Director of National Intelligence Daniel presented a threat assessment report outlining significant global security threats facing the US. Coats said: “We remain concerned about Pakistan’s continued development control of nuclear weapons, but did not express any concern about India’s nuclear programme…India had, in 2018, conducted its first deployment of a nuclear-powered submarine armed with nuclear missiles. Pakistan continues to develop new types of nuclear weapons, including short-range tactical weapons, sea-based cruise missiles, air-launched cruise missiles, and longer range ballistic missiles...the overall threat from weapons of mass destruction is expected to continue growing in 2019…Pakistan and India’s growing nuclear arsenals increase the risk of a nuclear security incident in South Asia”.

The report speculates that strained relations between Pakistan and India will persist “at least through May 2019, the deadline for the Indian election, and probably beyond”.

However, there is co-relationship of India’s appetite for new weaponry, the use of Weapons of Mass Destructions (WMDs), war hysteria and risk of nuclear war, which needs urgent attention of the international community.

It is notable that in its annual report, the Stockholm International Peace Research Institute (SIPRI) disclosed on March 12, this year, “India was the world’s second largest importer of major arms in 2014-18 and accounted for 9.5 per cent of the global total.” On June 18, 2018, SIPRI pointed out: “Estimated 110-130 Indian nuclear bombs are stored in six or so government–run sites across India. Within the next five years to one decade, as many as 60 reactors will also be functional in India with the active cooperation of the US-led Western and far eastern allies”.

According to the ‘Military Balance 2018’ report by the International Institute for Strategic Studies (IISS), “India’s defence budget broke into the world’s top five…beating the UK for the first time…India overtook the UK as the fifth-largest defence spender in the world in 2017 at $52.5 billion, up from $51.1 billion in 2016.” 

New Delhi’s military is acquiring a slew of new equipments from combat aircraft to submarines and artillery. It is currently finalising a deal with France’s Dassault Aviation to buy 126 Rafale fighter jets in a contract worth an estimated $12 billion.

On November 2, 2010, the US also agreed to sell India the most expensive—the new F-35 fighter jets including US F-16 and F-18 fighters, C-17 and C-130 aircraft, radar systems, Harpoon weapons etc. Besides acquisition of arms and weapons from other western countries—especially Israel, America is a potential military supplier to India. Last year, New Delhi also inked agreement with Russia for buying anti-missile system S-400 as well.  

It is noteworthy that India test-fired its longest range surface-to-surface nuclear ballistic missile Agni-5 on December 26, 2017. Agni-5 is capable of striking a target of more than 5,000 km away. The missile can carry a nuclear warhead of more than one tone. It can target almost all of Asia including Pakistan, China and Europe.

While, the Agni-6 is reported to be in early stages of development and the most advanced version, with a strike-range of 8,000-10,000 km. New Delhi already has in its arsenalthe Agni 1, 2, 3 and 4 missile systems and supersonic cruise missiles like Brahmos.

According to Times of India, “Once the Agni-V is inducted, India will join the super exclusive club of countries with ICBMs (missiles with a range of over 5,000-5,500km) alongside the US, Russia, China, France and the UK.”

It is worth-mentioning that Indian past record proves various kinds of security and safety lapses regarding various nuclear plants and the related sensitive materials, including events of leakage, nuclear theft, smuggling and killing.

The episode of 8 October 2014 at Kalpakkam, when a soldier of Central Industrial Security Force (CISF) responsible for protecting nuclear materials, went on a rampage to destroy the security of the facility leading to nuclear material theft by criminals.

Indian media reported on July 5, last year that the Kolkata police have arrested five men with 1 kg of uranium valued at around Rs. 3 crores ($440,000).

The Times of India elaborated that the men had come to Kolkata in the state of West Bengal to try to sell the substance. Police were quoted as saying that two packets of a “yellow-coloured substance” were seized.

In November, 2009, more than 90 Indian workers suffered radiation due to contamination of drinking water at the Kaiga Atomic Power Station in Karnataka.

On July 27, 1991, a similar event occurred at the heavy water plant run by the Department of Atomic Energy at Rawatbhata in Rajasthan. Nuclear radiation had affected and injured many laborers there.

In July 1998, India’s Central Bureau of Investigation (CBI) seized eight Kg. of nuclear material from three engineers in Chennai, which was stolen from an atomic research center.

On November 7, 2000, International Atomic Energy Agency (IAEA) disclosed that Indian police had seized 57 pounds of uranium and arrested two men for illicit trafficking of radioactive material. IAEA had revealed that Indian civil nuclear facilities were vulnerable to thefts.

On January 26, 2003, CNN pointed out that Indian company, NEC Engineers Private Ltd. shipped 10 consignments to Iraq, containing highly sensitive equipments entailing titanium vessels and centrifugal pumps.

In December 2006, a container packed with radioactive material had been stolen from an Indian fortified research atomic facility near Mumbai.

In June 2009, India’s nuclear scientist, Lokanathan Mahalingam missed from the scenario and after a couple of days; his dead body was recovered from the Kali River. Indian police concocted a story that Mahalingam had committed suicide by jumping into the river. It is a big joke to hide some real facts behind his death because wisdom proves that if an educated person decides to commit suicide, he will definitely adopt a soft way to eliminate his life. Afterwards, Dr. Haleema Saadia said that death of the scientist was a conspiracy.

Nevertheless, such events in connection with nuclear materials continued unabated in India, putting the security of atomic weapons and their related components, including the lives of workers at high risk.

It is mentionable that when the US former President Barack Obama hosted the fourth Nuclear Security Summit in Washington on March 31, 2016 to check the spread of nuclear weapons, showing concerns about the ambitions of terrorist groups such as the Islamic State group (Also known as Daesh, ISIS and ISIL) in acquiring a nuclear weapon or radioactive material, the US President Donald Trump had taken a different stand in his interview with the CNN by stating, “More nuclear weapons could make the world safer…US can no longer afford to bankroll the defense of its allies in Europe, Asia and the Middle East…Japan, South Korea and Saudi Arabia may need arsenals to confront threats in their region on their own.”

Similarly, by pursuing the double standards of America and some Western countries in its worst form, President Trump also favoured India, while opposing the nuclear weapons of Pakistan. Because, being the only nuclear country in the Islamic World, Pakistan annoys America, Israel and some Western countries. As a matter of fact, it is Zionist agenda to ‘denculearise’ Pakistan. However, like Obama, Trump has brushed aside the ground realities that Indian Prime Minister Modi led by the ruling fundamentalist party BJP has been implementing anti-Muslim and anti-Pakistan agenda.

As part of their double game, these US-led countries have ignored Indian poor record of nuclear security, non-proliferation, lack of safety of workers, working at Indian nuclear facilities and lack of any appropriate regulatory authority.

Contrarily, during his first visit to New Delhi, on November 6, 2010, President Obama announced the measures, America would take regarding removal of Indian space and defence companies from a restricted “entities list”, and supported Indian demand for membership of four key global nuclear nonproliferation regimes.

Washington signed a pact of nuclear civil technology with New Delhi in 2008. During American
President Obama’s second visit to India, on January 25, 2016, the US and India announced a breakthrough on the pact which would allow American companies to supply New Delhi with civilian nuclear technology.

It is notable that US also pressurized International Atomic Energy Agency (IAEA) and the Nuclear Suppliers Group (NSG) to grant a waiver to New Delhi for obtaining civil nuclear trade on larger scale.

Evidence indicates that India has not fulfilled the conditions of the NSG waiver. At least, eight of India’s nuclear reactors are outside safeguards which are a big question mark on the credibility of its nuclear safety and security standards. Two reports from the King’s College–respectively titled ‘India’s Nuclear Exceptionalism’ and ‘India’s Strategic Nuclear and Missile Program’ also claim that India has already accumulated nuclear material for over 2600 nuclear weapons, including all of its unsafeguarded reactor-grade plutonium, which is weapon-usable, and raised concerns over this stockpiling.

In fact, in the pretext of countering China, Washington has continued favouring India’s programme of advancement and modernization of nuclear weapons. US supports Indian nuclear programme in the pretext of anti-China and anti-Pakistan approach. Beijing is apprehensive about the emerging threat, as during the last visit of Obama to New Delhi, the intent of President Obama and Indian Prime Minister Modi was quite clear, while mentioning about free sea lanes and air passages in the South China Sea. President Trump is also pursuing the policy of his predecessor in this respect, as in the recent past, during his meeting with Prime Minister Modi, he showed similar approach.

Nonetheless, arms deals with America, which also include nuclear submarines to New Delhi, would increase Indian hegemonic designs in the region.

In a joint statement issued on Wednesday (March 13, 2019) at the conclusion of the 9th round of India-US Strategic Security Dialogue in Washington, co-chaired by the Indian Foreign Secretary Vijay Gokhale and the US Under Secretary of State for Arms Control and International Security Andrea Thompson, “They committed to strengthen bilateral security and civil nuclear cooperation, including the establishment of six U.S. nuclear power plants in India” in accordance with the agreement signed between the two countries.

America also reaffirmed its strong support to India’s early membership in the 48-member NSG. Notably, China has blocked India’s pending membership to the elite grouping which seeks to prevent proliferation of nuclear weapons.

Latest reports suggest that India is also desperate in her endeavour to get a berth in NSG. In the wake of suspension of 1987 Intermediate-Range Nuclear Forces (INF) Treaty between USA and Russia, New Delhi may resort to further her nuclear ambitions.

Besides obtaining atomic weapons from the US and other Western countries, New Delhi is, clandestinely, importing nuclear arms, components and submarines from Israel. In this connection, Zionist-led Indo-Israeli secret diplomacy could be assessed from the interview of Israel’s ambassador to India, Mark Sofer, published in the Indian weekly Outlook on February 18, 2008. Regarding India’s defense arrangements with Tel Aviv, Sofer had surprisingly revealed: “We do have a defense relationship with India, and “with all due respect, the secret part will remain a secret.”

Although Weapons of Mass Destructions (WMDs) which also include atomic weapons seem to be mysterious, yet still could be within the reach of some Hindu terrorists with the help of Indian RAW which might have also got these destructive arms from the Israeli Mossad. Such atomic weapons or radiological materials could have also been smuggled inside India by the Hindu fanatics with the covert assistance of RAW.

Frustrated in isolating Pakistan, RAW in connivance with Mossad might have prepared a most dangerous plan to use WMDs or nuclear weapons or dirty nuclear bombs inside the US homeland or any major European country to implicate Pakistan for having allegedly used these weapons through some Taliban militants.

Particularly, RAW and Mossad may also employ these fatal weapons against NATO forces in Afghanistan, as New Delhi and Tel Aviv want to prolong the stay of the US-led NATO troops in Afghanistan which have become the center of their secret activities against Pakistan, Russia, China and Iran. Terrorists of the Afghanistan-based Tehreek-e-Taliban Pakistan (TTP) and ISIS, which are strategic assets of the CIA, Mossad and RAW may be used for employment of these unconventional weapons. While, India, Israel and America are also playing double game against one another, hence, by utilizing the vicious circle of terrorism, New Delhi can alone use these weapons through TTP and ISIS which have claimed responsibility for many terror assaults inside Pakistan and Afghanistan, including the recent ones. So, RAW’s sole aim will be to provoke Americans and its allies against Islamabad which is challenging Indian dominance in South Asia. Thus, RAW could create a dangerous misunderstanding in which US could use small nuclear weapons against Pakistan or could ask the latter to rollback its atomic programme.

It is of particular attention that in 2017, some confirmed reports disclosed that in the Indian Held Kashmir, Indian security forces employed chemical weapons against the Kashmiri civilians in violation of international law and Universal Declaration of Human Rights. In a development on July 4, 2017, the Indian Army had destroyed houses in Pulwama and killed 3 Kashmiri civilians. Upon recovery of the bodies, it was discovered that they were burnt beyond recognition. 

Sources suggest that Indian Army is emulating Israeli tactics by using white phosphorus bombs to destroy houses of Kashmiris suspected of harboring Mujahideen. The same tactics were used by Israel during its attacks on Gaza and it seems that these weapons have been provided by Israel to India, which have been used in the Indian Occupied Kashmir (IOK).

In such an environment, considering India to be qualified for acquiring of nuclear technology through global powers’ led NSG and IAEA and obstructing Islamabad’s safe nuclear energy programme is discriminatory as well as an effort to hinder peace and economic progress of Pakistan. And unsafe materials in nuclear facilities patrolled by low morale CISF troops across India are also liable to be stolen by insiders having grievances against employers and typical Hindu mindset of Indian leadership. Unfortunately, Washington and its other allies, instead of pressing India for quick nuclear reforms are encouraging India to expand its nuclear stockpiles. The US-led West needs to take cognizance of such ventures rather than criticizing Pak-China civil nuclear cooperation.

While, international community has been making strenuous efforts for world peace in wake of global financial crisis and war against terrorism, especially against ISIL, but, emboldened by America, New Delhi has particularly initiated deadly nuclear arms race in South Asia where people are already facing multiple problems of grave nature. Majority of South Asian people are living below the poverty level, lacking basic facilities like fresh food and clean water. Yielding to acute poverty, every day, some persons commit suicide.

Even, Indian civil society organizations, while complaining of excessive defense spending, recently, pointed out that the government spends very little amount for the betterment of people. Indian defense analyst Ravinder Pal Singh, while indicating New Delhi’s unending defense expenditures at the cost of poverty-alleviation, calls it guns-versus-butter question.

And by ignoring regional problems and settlement of Indo-Pak issues, especially the Kashmir dispute which remains a nuclear flashpoint, Indian rulers state that they do not have any belligerent policy. But, it becomes a big joke of the 21st century, reminding a maxim, “armed to the teeth, but no enemy”, if we take cognizance of India’s increasing defense purchases and her aggressive designs.

We can conclude that although peace and brinksmanship cannot co-exist in the modern era, yet India’s appetite for new weaponry and war hysteria against Pakistan have increased the risk of nuclear war by endangering the regional security as well as that of the entire world, as the terrorist outfit like the ISIS can also use WMDs in any volatile country or Western country, particularly the US.

External powers which have been supporting the Baloch Sub-Nationalists (BSNs) are also behind the Pashtun Tahafuz Movement (PTM) as part of their unfinished agenda against Pakistan.  They leave no stone unturned in misguiding the people of the Balochistan and Khyber Pakhtunkhwa (KPK) by creating one after another issue. But, it is regrettable that some internal entities of Pakistan, which are also assisting some foreign powers, are manipulating various issues so as to fulfill the external agenda of the enemies of Pakistan.

In this regard, emergence of the PTM at a crucial time, which is being paid by anti-Pakistan hostile elements and countries, aims at accentuating the ethnic cleavages of the country, influence Pashtun population in pursuance of strategic objectives of the external powers. So, it stands exposed that the PTM is heavily dependent on foreign support and financing.

PTM is also reaching out to the people through the forums of social media and foreign sponsored network of Mashaal, Deeva, VOA, Indian media and Afghan radio and television services. Blogs and web pages like “Tribal News” and “Khabaryal” are heavily financed by Indian Intelligence agency RAW through Nangarhar (Afghanistan) based Hawala/Hundi business.

Strangely, PTM leaders are pursuing the agenda through a web having signatures of Foreign HIAS. Case of the US Army veteran Colonel, Lawrence Sellin can be quoted as a new example. Colonel Sellin has started tweeting on anti-Pakistan themes about China-Pakistan Economic Corridor (CPEC), Pakistan’s role in Afghanistan, Balochistan, Sub-nationalism (Pashtun, Sindhi, Mohajir, Baloch). He has been following the narratives mostly of Afghanistan’s intelligence agency National Directorate of Security (NDS) and RAW. He also writes anti-Pakistan Blogs and articles. It is notable that a PTM social media activist Arman Luni died in Lorali, Baloschistan due to an apparent cardiac arrest. PTM alleged that Luni was killed by police on behest of the state. Luni is presented as Pashtun national hero by likes of the PTM and their Afghan backers.

Pakistan being the front state in war on terror has rendered sacrifices in general, while the sufferings of Pashtun segment are undoubtedly colossal. They have faced tortures at the hands of terrorists such as displacements, life and economic losses, causing psychological pains. Ironically, when they needed “POST TRAUMA STRESS DISORDER treatment” in the wake of Pakistan’s successful military operations in flushing out terrorists, the hostile foreign elements have attempted to prolong their pain by launching the PTM.

As Pakistan Armed Forces have flushed out terrorists from Tribal/border areas and are currently engaged in consolidating the international Pak-Afghan border through fencing to completely neutralized the infiltrations from Afghanistan, an orchestrated campaign through sponsored media and activation of the PTM to incite the Pashtoon population, has been launched. However, the PTM seems to have failed in instigating the public and creating a commotion leading to “yellow revolution” like sit-in protest and demonstrations.
As regards the internal elements, the PTM and other anti-Pakistan slogans are being supported by the “leftist leaders” and social media activists like Afrasiab Khattak, Bushra Gohar, Gulalai Ismail, Hussain Haqqani etc. All the PTM activities are getting extraordinary coverage from the media—VOA, Deeva Radio, Mashaal Radio and BBC. Understandingly, these activities are more pronounced in the Pashto language transmissions of these broadcasting stations.

Although the PTM elements are using the old slogan of “Pashtunistan” (Bar and Lar Afghan) to instigate the innocent and insensitive populace, yet with negligible effects, the handlers of the PTM are now acknowledged the failure of their campaign in creating a stir in Pashtun politics. But, to give a flip to their diminishing politics, recent incident of death of a local Aman Loni in Baluchistan is being exploited to resurrect the party activities to some extent.   

In this respect, question arises that if the PTM is sincere to the Pushtun people, as to why it has not raised the human rights issues, being faced by Pashtun population in Afghanistan.

It is time to take the debate of Pashtun Tahafuz Movement (PTM) to Afghanistan as Bar Afghan debate. Afghan Pashtuns are also real Pashtuns as the Pashtuns elsewhere in the world. While, one is stunned to see that there is no voice for the Afghan Pashtuns on social media, whereas the so-called cause of the Pakistani Pashtuns is actively propagated by the external powers.

Real cause of worry for backers of the PTM is the victory of real Afghan Pashtuns against the backers of the PTM. Their frustration is high because the PTM is left with very little time before the real Pashtuns, as the Taliban will be in power in Afghanistan and the assistance for the PTM from NDS and RAW backed the regime-National Unity Government (NUG) will die.

The way the Afghan Pashtuns have been treated and plundered in Afghanistan, is not hidden from anyone. Afghan Pashtuns have been made to sacrifice their generations, migrate from their lands, losing their livelihood. Why the VOA, Radio Mashaal, Radio Deewa and social media propagandists like Afrasiab Khattak and Bushra Gohar never speak for their plight. Why not to speak for Pashtuns on that side in Afghanistan?

PTM is actually a veritable political entity of the Afghanistan-based Tehreek-e-Taliban Pakistan (TTP). It wants to accomplish its nefarious designs through so-called nonviolent means as to what TTP could not achieve through violence.

As the number of the PTM followers is negligibly-few thousands, there is a need of strict legal and administrative measures to be taken against the group.

It is mentionable that as a token of commitment to rebuild Afghanistan, on March 25, 2018 Pakistan handed over state of the art medical equipment for Nishter Kidney Centre Jalalabad to Governor of Jalalabad, Afghanistan.

In this context, Islamabad provided complete medical equipment, worth US $ 5 million to the hospital. In addition, around 75 doctors and technicians were trained in PIMS Hospital Islamabad, last year and it will be a great help for Afghanistan in running some hospitals.
Pakistan also extended assistance to provide specialized training to another 42 Afghan doctors and technicians at the Institute of Kidney Diseases in Hayatabad Medical Complex, Peshawar.

Nonetheless, one wonders as to what the PTM is aiming at? Actually, the PTM is acting against the Law Enforcement Agencies (LEAs) to undermine the successes, achieved by Pakistan during the war on terror. By raising malicious slogans, PTM and their backers fail to understand that Pakistani nation is well aware of their new tactics of using soft power. Their anti-state and state institutions’ agenda is already exposed and real Pashtuns do not trust them anymore.

Indian Spy Kulbhustan’s Case By Sajjad Shaukat(JR135SS25)

Pakistans’ lawyer Khawar Qureshi is dealing with the case of Indian Spy Kulbhushan Yadhav in the Hague-based International Court of Justice (ICJ). ICJ has fixed February 18, 2019-the date for hearing of his case.

Being a terrorist, Kulbhushan’s case does not fall under Vienna Convention that is why, counselor access was not granted to him and his fair trial was done under the military court, which is challengeable in any court of Pakistan.

During investigations, it was proved that that Kalbushan Jadhav, alias Hussain Mubarak Patel was serving Commander of Indian Navy and was working with the Indian intelligence agency RAW. He was apprehended on March 3, 2016 after he illegally crossed over into Pakistan from the Pakistan-Iran border. He was found in possession of an Indian passport issued by Government of India on May 12, 2015 and was valid until May 11, 2024.

Kalbushan Jadhav confessed that he is a resident of Mumbai, India, and was still serving in Navy and his retirement is due in 2022. He is responsible for espionage, sabotage and terrorism in Pakistan and has been tried according to the law of the land, in a fully transparent manner by the Field General Court Martial (FGCM) under section 59 of Pakistan Army Act (PAA) 1952 and Section 3 of Official Secret Act of 1923.

He also confessed before a magistrate and the court that he was tasked by RAW, to plan, coordinate and organize espionage and sabotage activities aimed at destabilizing and waging war against Pakistan. His activities resulted in the loss of many lives and damage to property.

However, Indian role in Pakistan became naked after the arrest of Kulbhushan Yadav. In a video statement, Kulbhushan openly admitted that he was the serving agent of RAW in Balochistan province, and during his stay, he contacted various Baloch separatist leaders and insurgents, including Dr Allah Nazar Baloch to execute the task to damage the China-Pakistan Economic Corridor project (CPEC). Yadav admitted that he spied for India and was “assigned with the task to create unrest in Karachi and Balolchitan…to destabilize Pakistan…he was captured, while heading Iran.” He also revealed that he was funding Baloch separatists along with other terrorists.

In this context, while addressing a joint press conference with the then Federal Minister for Information Pervaiz Rasheed, the then Director General of Inter-Services Public Relations (ISPR) Lt. Gen. Asim Saleem Bajwa said on March 29, 2016, “Kulbushan Yadav’s arrest is a rare case that does not happen very often.” He disclosed that Yadav was an active officer of the Indian Navy prior to his joining RAW. He also served as a scrap dealer and had a jewelry business in Chahbahar, Iran, after he joined RAW in 2013.

Although in the past too, various agents of Indian secret agency RAW were arrested in Pakistan, yet the case of Kulbushan Yadav has exposed the real face of India’s ruthless terrorism not only in Pakistan, but also in other regional countries, as New Delhi has, openly, been trying to save Kulbushan from the execution.

On April 10, 2017, a Field General Court Martial—under the Pakistan Army Act, 1952, and Official Secrets Act, 1923—awarded death sentence to Jadhav for espionage and sabotage. Army Chief General Qamar Javed Bajwa ratified the sentencing by the army tribunal. Kulbushan has since been on the death row.

Pakistan has repeatedly requested India for assistance in the investigation process however; no such request had been accepted. Subsequently, India took the case to the International Court of Justice (ICJ) which after the oral hearing ruled on May 18 2017 to grant provisional measures halting the execution of Commander Kulbushan, pending a final judgment of the court.

Islamabad respects the sanctity of the international institutions. It was in this spirit that Pakistan attended the proceeding of the ICJ at a short notice. As per the directives of the ICJ, New Delhi was required to submit its Memorial in the Court on September 13, 2017, while Pakistan to submit its Counter Memorial on December 13, 2017.

Reports said that Islamabad has submitted its reply with ICJ in the case pertaining to Indian terrorist Kulbhushan Jadhav. This was the second reply which Pakistan submitted, addressing all the questions posed by New Delhi—the previous reply was submitted by Pakistan on December 13, 2017.

Reports also suggested that the 400-page-long reply was submitted to the ICJ by Dr Fareeha Baig.

The ICJ was also hearing an Indian petition, challenging Pakistan’s refusal to grant consular access to the spy. A memorial by India and counter-memorial by Pakistan had been submitted in the case.

Meanwhile, the lawyer who is representing Pakistan in the Kulbushan Jadhav case in the ICJ, Khawar Qureshi has claimed that evidence has been discovered that the Indian spy used his passport issued by the Indian authorities to travel to and fro from India at least 17 times.

In an interview with a local media, Qureshi said, “The inference is that India gave Jadhav the false Muslim identity for improper purposes. India’s answer has been to say it does not need to answer this point…India says Jadhav recently retired from the Indian Navy and suggests he was kidnapped from Iran and smuggled into Pakistan to extract a false confession. India says the entire legal process against him in Pakistan was unfair, and demands that the ICJ at least orders his acquittal or release. India says Jadhav should have been given immediate consular access…Pakistan says Jadhav was a naval commander who was working for Indian spy agency RAW when arrested. The ICJ has been asked to consider whether individuals suspected of espionage had in practice often been excluded from the right to a consular access-an argument never raised or considered previously. The ICJ has now exceptionally invited all states that signed the Vienna Convention on Consular Relations (VCCR) to respond to Pakistan’s argument on this point, which is based upon the material practice of the US, Soviet Union and China, including the famous Gary Powers case (given the Hollywood treatment in The Bridge of Spies), as well as commentaries from experts in this field.”

Replying to a question, he added: “I submitted on May 15, 2017, and repeat, the ICJ has never ordered acquittal or release (as India at least seeks), and all its previous decisions indicate it would never do so.”

It is noteworthy that reliable sources explain, “the Kulbhushan enterprise was directly responsible for 1345 Killings of innocent Pakistanis and injury to 7500, the financial cost to Pakistan has been approximately 3 billion USDs mainly in lost business and bad perception affecting tourism, sports (cricket), exports and imports; Indirect cost may not be ever known. What about the kith and Kin of Pakistanis, who perished due to the Kulbhushan enterprise and the trauma suffered by loved ones? Spy is a benign name and Kulbhushan was a mass murderer with the blood of 1345 Pakistanis dripping through his fingers; the Pakistani ‘liberrati’ and champions of human rights may comment on the plight of families whose bread earners perished in the heinous enterprise called Kulbhushan Yadav.”

Despite all of this, showing optimistic approach, on humanitarian ground, Pakistan allowed mother and wife of Indian convicted spy Kulbhushan to meet him. His mother and wife of visited Pakistan on December 25, 2017 and met him at the office of Ministry of Foreign Affairs in Islamabad amid strict security. Chetankul Jadhav, the wife of the Indian spy, was given an alternate pair of shoes to wear after her shoes were removed.

In this regard, Pakistan’s Foreign Office (FO) Spokesperson Dr. Mohammad Faisal had said that Chetankul’s shoes were taken over after authorities felt there was something fixed in them. The shoes of Jadhav’s wife were kept for inspection, while all other belongings, including jewelry, were returned. Authorities were ascertaining whether the metallic object in the shoes was a camera or a recording chip.

Surprisingly, a suspicious metal chip was detected in Kulbhushan Jadhav’s wife shoes.

The FO also added that India “has levelled allegations after 24 hours of the visit” and “Pakistan does not want to get involved in a war of words.”

In fact, as part of the usual practice, India’s some high officials and media in connivance the mother and wife of the convicted spy Jadhav had started a propaganda campaign against Pakistan regarding the meeting.

In this respect, The Times of India reported, “Angered by the treatment meted out to Kulbhushan Jadhav’s mother and wife in Pakistan, a relative of the former Indian Navy officer said that the family was even more depressed than it had been before the visit…the relative told PTI…The treatment received by Kulbhushan’s mother and wife from Pakistan was not good at all…We are even more depressed now than we were before the visit.”

While, after returning from Pakistan, the wife and mother of the convicted spy met with India’s External Affairs Minister Sushma Swaraj.
According to reports in the Indian media, the meeting was held at Swaraj’s residence following which Kulbushan’s mother and wife were taken to the Ministry of External Affairs for a debriefing.

Hence, mother and wife of Kulbushan had been forced by the Indian officials to show maltreatment with them in relation to the meeting.

On the other side, Pakistan’s FO Spokesperson stated that the meeting lasted almost 40 minutes. Indian diplomats, including Deputy High Commissioner JP Singh, accompanied Jadhav’s family and were present during the meeting, which was conducted in a specially prepared room. Foreign Office Director India desk Dr Fareha was also present during the meeting.

Kulbushan’s mother had also thanked the Pakistan Foreign Office for allowing the meeting.

The roads leading from and to the FO building were closed to traffic for the meeting. Walkthrough gates were also installed outside the FO building amid strict security measures.

Nonetheless, as regards the case of Indian Spy Kulbhushan Yadhav, Pakistan’s approach is optimistic, while that of India is pessimistic.
